About this opportunity
The State of Oregon, acting through the Oregon Business Development Department (OBDD), is requesting proposals for Industrial Symbiosis Technical Assistance under RFP S-12300-00017115, with proposals due July 6, 2026 at 3:00 p.m. Pacific Time and questions due June 15, 2026 at 3:00 p.m. Pacific Time.
The scope includes providing technical assistance to four pilot communities—COR Disposal, LLC, Clatsop County, Klamath County, and the Port of Morrow—to facilitate industrial symbiosis projects and develop regional and statewide strategies. Deliverables encompass stakeholder engagement, feasibility evaluation and risk identification, industrial symbiosis project development, strategic analysis and policy recommendations, and a final report with community-specific project concepts and engineering and cost feasibility studies for at least one priority capital project in each pilot community. All deliverables must be completed by June 30, 2027. Proposers must register in OregonBuys, hold at least three years of experience with industrial symbiosis activities, maintain licensure to do business in Oregon, and demonstrate experience working with Oregon communities, identifying regulatory barriers, and developing public-private partnerships.
The proposed budget is $900,000, with OBDD anticipating one contract award over an initial one-year term. OBDD reserves the right to amend the contract for additional one-year increments up to a maximum of ten years for reasonably related services, subject to budget availability. The price proposal must include separate line items for personnel, travel, supplies, other costs, and administrative and overhead charges, with equal allocation among the four pilot communities unless otherwise directed by OBDD.
Evaluation criteria are work plan (40 points), experience and qualifications (30 points), project timeline (15 points), key persons and resumes (5 points), and price proposal (10 points). The Notice of Intent to Award is anticipated for July 17, 2026, followed by a seven-calendar-day protest period. Proposals must be submitted electronically through OregonBuys with an 8-page limit for substantive content, exclusive of required attachments and certifications. The COBID Outreach Plan requires documentation of outreach efforts to certified firms, though proposers anticipating no subcontracting may submit only the first page.
