About this file
This is an addendum to a Request for Proposals issued by the Oregon Business Development Department (OBDD) for Industrial Symbiosis Technical Assistance. The addendum, dated June 22, 2026, addresses clarifications submitted by potential proposers prior to the official question deadline. The RFP (C2026317, OregonBuys S-12300-00017115) seeks a consultant to provide technical assistance to four pilot communities—COR Disposal, LLC, Clatsop County, Klamath County, and the Port of Morrow—to facilitate industrial symbiosis projects and develop regional and statewide strategies. Proposals must be submitted by July 6, 2026, at 3:00 p.m. Pacific Time, with official questions due by June 15, 2026, at 3:00 p.m. Pacific Time. All deliverables, including stakeholder engagement, feasibility evaluation, industrial symbiosis project development, strategic analysis, and engineering and cost feasibility studies, must be completed by June 30, 2027. A Notice of Intent to Award is anticipated for July 17, 2026, followed by a seven-calendar-day protest period. The initial contract term is one year, with OBDD reserving the right to amend the contract for additional one-year increments up to a maximum of ten years for reasonably related services, subject to budget availability.
One key clarification provided in the addendum addresses whether proposers may substitute "engineering and cost feasibility assessment" for "engineering and cost feasibility study." OBDD declined this requested change, noting that Section 2 of HB 4086 (2026) explicitly requires an "engineering and cost feasibility study" and encouraging applicants to identify what can be accomplished within the existing budget. The proposed budget for this RFP is $900,000, with funding allocated equally among the four pilot communities unless otherwise directed by OBDD. Proposers must demonstrate at least three years of experience with industrial symbiosis activities, maintain licensure to do business in Oregon, and show experience working with Oregon communities, identifying regulatory barriers, and developing public-private partnerships. Evaluation criteria include work plan (40 points), experience and qualifications (30 points), project timeline (15 points), key persons and resumes (5 points), and price proposal (10 points). Price proposals must include separate line items for personnel, travel, supplies, other costs, and administrative and overhead charges.

Addendum 02 to Request for Proposals:
Industrial Symbiosis Technical Assistance
OBDD RFP no. C2026317 OregonBuys no. S-12300-00017115
The Oregon Business Development Department (“OBDD”) received questions prior to the RFP deadline for official questions. These questions and responses are incorporated into the RFP as appropriate by their nature. Thank you to all who asked for clarifications and for your continued interest.
1. Given the limited budget and timeline to deliver results under this RFP, the criticality of stakeholder engagement in the technical assistance process, and the high cost associated with traditional full engineering and cost feasibility studies, would you consider a simple clarifying language change to require the TA provider to produce for each community an ‘engineering and cost feasibility assessment’?
Response: OBDD is unable to accommodate this change. Section 2 of HB 4086 (2026) explicitly requires an “engineering and cost feasibility study.” Applicants are encouraged to identify what can be accomplished within the existing budget.
