About this file

This is an Addendum 01 to a Request for Proposals issued by the Oregon Business Development Department (OBDD) for Industrial Symbiosis Technical Assistance. The amendment, dated June 22, 2026, clarifies the definition of "Pilot Communities" to which the successful proposer will provide technical assistance. The four designated pilot communities are COR Disposal, LLC (identified in HB 4086 as COR Healthy), COR Healthy Communities Inc, Clatsop County, Klamath County, and the Port of Morrow. Proposals are due July 6, 2026 at 3:00 p.m. Pacific Time, with questions due by June 15, 2026 at 3:00 p.m. Pacific Time. The contract will have an initial one-year term with a completion date of June 30, 2027, and OBDD reserves the right to amend the contract for additional one-year increments up to a maximum of ten years for reasonably related services, subject to budget availability. The Notice of Intent to Award is anticipated for July 17, 2026, followed by a seven-calendar-day protest period.

The proposed budget is $900,000, with cost allocation required equally among the four pilot communities unless otherwise directed by OBDD. The price proposal must include separate line items for personnel, travel, supplies, other costs, and administrative and overhead charges. Proposers must demonstrate at least three years of experience with industrial symbiosis activities, maintain licensure to do business in Oregon, and show experience working with Oregon communities, identifying regulatory barriers, and developing public-private partnerships. Evaluation criteria include work plan (40 points), experience and qualifications (30 points), project timeline (15 points), key persons and resumes (5 points), and price proposal (10 points). OBDD anticipates awarding one contract and requires all proposals to be submitted electronically through OregonBuys with an 8-page limit for substantive content, exclusive of required attachments and certifications.
