About this opportunity
The State of Illinois is seeking a vendor to provide indirect cost rate consulting services for the Illinois Criminal Justice Information Authority (ICJIA) for a one-year contract term from July 1, 2022 to June 30, 2023. The required services include reviewing the agency's activities, functions, and costs to set up the fiscal year 2023 indirect cost rates; reviewing federal awards and alternative rate distribution bases; preparing a cost allocation plan; determining the cost base for each rate category; computing the proposed indirect cost rate; providing calculations for provisional rates; and representing the agency in meetings with federal officials to present and negotiate the proposal. The vendor must have a minimum of 5 years of experience analyzing state government costs, developing and negotiating cost allocation plans and indirect cost rates, 3 years of experience with time reporting systems and cost allocation, and 5 years of experience working with state agencies and/or large municipalities. The agency requires the selected vendor to obtain a Federally approved indirect cost rate for use by the agency as soon as practicable.
The contract opportunity is open to all qualified vendors, with no set-aside designations or restrictions on the types of organizations that can respond. The agency does not provide any information on incumbent vendors, current contractors, or existing infrastructure or technology that requires integration. The budget range for this contract is not specified, but the agency's total budget is $366.5 million, with 62% of funding coming from federal sources, and the agency administered $77.8 million in federal awards and $101.9 million in state grants in fiscal year 2021.
