About this opportunity
Tooele County, Utah is soliciting proposals from qualified consulting firms through a competitive Request for Proposals (RFP) to develop an Indirect Cost Allocation Study and Countywide vs. Unincorporated Service Area Analysis. The primary deliverables consist of two integrated work products: a countywide indirect cost allocation plan and a service area and benefit analysis that must be analytically reconciled to support County funding decisions. Key project objectives include identifying and allocating indirect and overhead costs across County departments, funds, programs, and functions; distinguishing between countywide services and those benefiting primarily the unincorporated area or defined service areas; identifying mixed-benefit services and recommending appropriate allocation approaches; evaluating whether current funding practices create duplication or inequitable cost assignment; and providing practical recommendations suitable for County Council review. The base proposal assumes use of FY 2024 audited actuals or FY 2025 data if available and includes up to three on-site days, one kickoff meeting, department interviews, one draft findings meeting, and one final presentation to County Council. Proposals must be submitted by May 13, 2026 at 5:00 PM MST via utah.bonfirehub.com, with written questions due by May 1, 2026 and addendum responses issued by May 6, 2026. The evaluation criteria are methodology and technical approach (35 percent), relevant experience (20 percent), project team qualifications (15 percent), quality and usability of proposed deliverables and model (10 percent), and cost (20 percent), with a minimum technical score of 64 of 80 points required to advance to cost evaluation. The anticipated timeline includes interviews during the week of May 18, notice of intent to award on May 22, 2026, contract execution on June 2, 2026 following County Council approval, project kickoff in early June 2026, draft deliverables by August 31, 2026, and final deliverables by September 30, 2026.
No set-asides, disadvantaged enterprise restrictions, or incumbent contractors have been identified for this procurement. The resulting agreement will utilize Tooele County's standard service contract and the State of Utah Agency Standard Terms and Conditions for Goods and/or Services, with monthly invoicing and payment within thirty days of receipt of a correct invoice. Proposing firms must provide evidence of Professional Liability (Errors and Omissions) insurance with minimum limits of one million dollars per occurrence and one million dollars aggregate prior to contract commencement, along with workers' compensation, commercial general liability, and commercial automobile liability coverage. The RFP requests a detailed cost proposal including a total fixed fee or not-to-exceed amount for base scope services, task-level pricing, hourly rates, estimated hours, reimbursables, and assumptions, with a preference for a base fee that includes ordinary travel and meeting costs. Separate pricing must be provided for optional tasks including GIS or spatial analysis, General Fund cost-transfer or reallocation modeling, annual updates to the allocation model, and post-delivery implementation support. No specific budget range or award value has been publicly disclosed in the RFP materials.
Opportunity text
Tooele County seeks proposals from qualified consulting firms to prepare a comprehensive, defensible, and implementation-ready study. Specifically, the study will produce two integrated but distinct work products: (a) a countywide indirect cost allocation plan, and (b) a service area and benefit analysis. Both work products must be analytically reconciled in the final recommendations so that funding decisions reflect both cost origins and service beneficiaries. See attached RFP document for project details.
