About this opportunity
The Oregon Department of Aviation is issuing an Invitation to Bid (ITB S-10900-00016084) for the replacement of Precision Approach Path Indicator (PAPI) units at Independence State Airport in Independence, Oregon. The procurement seeks qualified contractors to remove two existing PAPI units from Runways 16 and 34 and install two new PAPI 4-box units, including all associated labor, materials, transportation, equipment, permits, and services necessary for project completion. Key deliverables include mobilization, temporary traffic control, safety plan compliance documentation, construction staking, temporary erosion and pollution control measures, removal of existing fixtures, and installation of new PAPI systems compliant with FAA AC 150/5345-28, Type L-880, Style B, Class I standards, with LED lighting permitted as an alternative provided full FAA requirements are met. Bidders must be licensed with the Oregon Construction Contractors Board prior to submission and must comply with prevailing wage rate requirements under both Oregon Bureau of Labor and Industries standards (effective January 5, 2026) and federal Davis-Bacon Act requirements. The bid deadline is May 14, 2026, at 2:00 PM Pacific Standard Time through the OregonBuys electronic procurement system, with public opening immediately following via Microsoft Teams and award notification expected within 5 business days. A voluntary pre-bid conference was held on April 30, 2026, at 2:00 PM via Microsoft Teams, and a Questions and Answers clarification was issued on May 11, 2026. The project must achieve substantial completion within 6 calendar days of the Notice to Proceed and final completion within an additional 6 calendar days, with work scheduled to commence in Summer/Fall 2026 with at least 45 days' notice before runway closure. Award will be made to the lowest responsive and responsible bidder based on base bid items, with liquidated damages assessed at $1,000 per calendar day for failure to meet the substantial completion deadline.
Bidders must provide bid security equal to 10 percent of the total bid amount and, upon contract award, performance and payment bonds equal to 100 percent of the contract amount. The project is subject to federal Davis-Bacon Act requirements and Title VI civil rights assurances, with Buy American preferences and debarment certifications mandatory. As of the pre-bid meeting date, Disadvantaged Business Enterprise (DBE) requirements previously applicable to federally funded projects have been suspended pending implementation of new Department of Transportation regulations; however, the Oregon Department of Aviation maintains a nondiscrimination policy and encourages participation by all qualifying firms regardless of size or ownership. Contractors must maintain a 5 percent retainage on progress payments and public liability and property damage insurance with combined single-limit coverage of not less than $1,000,000, naming the Owner and other governmental bodies as additional insureds. The project is funded through state and federal monies via the Airport Improvement Program (AIP Number: 3-41-0027-012-2026), with a project cost estimate ranging from $120,000 to $135,000. The contractor must integrate with existing electrical systems and airport infrastructure, comply with FAA Advisory Circulars 150/5300-13B and 150/5370-2G, maintain two-way UNICOM/CTAF radio communication on 122.975 MHz, and submit comprehensive submittals including a Safety Plan Compliance Document at least 14 days prior to the Notice to Proceed, as-built drawings, and operations and maintenance manuals prior to final payment.
