About this file
This document is a Questions and Answers (Q&A) clarification issued by the Oregon Department of Aviation (ODAV) regarding Invitation to Bid (ITB) S-10900-00016084 for the Independence State Airport PAPI Replacement project. The Q&A was issued on May 11, 2026, and addresses inquiries received from prospective bidders regarding the technical specifications and requirements for the Precision Approach Path Indicator (PAPI) replacement work. The project encompasses all labor, materials, transportation, equipment, and services necessary for the completion of construction work associated with the PAPI replacement at Independence State Airport.
The clarification specifically addresses the lighting technology for the PAPI system, confirming that the project specifications require compliance with FAA AC 150/5345-28, Type L-880, Style B, Class I standards. While the specifications do not mandate a particular lighting technology, LED lighting is permitted as an alternative to traditional incandescent and xenon lighting systems, provided that all LED installations meet the full requirements of FAA AC 150/5345-28, including applicable Engineering Briefs and supplemental FAA design standards. This clarification ensures that bidders understand the flexibility available in technology selection while maintaining strict adherence to federal aviation safety and performance standards.
