About this file

This is a pre-bid meeting agenda for the Independence State Airport PAPI Replacement Project, organized by the Oregon Department of Aviation (ODAV) in coordination with Century West Engineering. The project involves the demolition of existing PAPI 4 box units at each end of the runway and construction of new PAPI 4 box units on the existing foundations with connections to the existing electrical system. A voluntary pre-bid conference was held on April 30, 2026, via MS Teams. Bids are due on May 14, 2026, at 2:00 p.m. with electronic opening via Teams. The contract timeline requires substantial completion within six calendar days after the Notice to Proceed and final completion within an additional six calendar days, meaning all work must be completed within a continuous six-day period with the runway closed during this time. Taxiway A will remain open for airport use. Construction staking will be performed by the contractor, and a proposed schedule must be submitted five days prior to the pre-construction conference. Contractors must comply with airport safety and security requirements, including the submission of a Safety Plan Compliance Document and adherence to specified work area restrictions shown on drawings G-3 and G-4.

The project is funded through Federal Aviation Administration Airport Improvement Program (AIP) funding. Award will be made to the lowest responsible and responsive bidder for the base bid items listed in Attachment A, Form A-2, with the sponsor reserving the right to withdraw any item from consideration. Liquidated damages are assessed at $1,000 per day for schedule delays. The contractor is responsible for obtaining all permits not obtained by the owner, and prevailing wage rates—the higher of Davis Bacon Wages or BOLI Prevailing Wages—apply to the project. As of the meeting date, DBE requirements previously applicable to federally funded projects have been suspended pending implementation of new Department of Transportation regulations, though ODAV maintains a nondiscrimination policy and encourages participation by all qualifying firms regardless of size or ownership.
