About this opportunity
The City of Long Beach is seeking proposals for in-vehicle mobile technology installation services covering wiring, cabling, and technology installations for approximately 400 fleet vehicles across public safety and utility departments under RFP TI-23-193, with proposals due May 30, 2023. Three vendors were awarded contracts following proposal evaluation in June–July 2023: Airwave Communications Enterprises (Commerce, CA; MBE), CDCE Inc. (Yorba Linda, CA; WBE), and Innovative Emergency Equipment (Riverside, CA; SBE). This multi-vendor award structure reflects the City's diversity set-aside requirements and operational need for distributed installation capacity.
Scope encompasses radios, modems, antennas, lights, docking stations, speakers, intercom systems, tablets, and computers installed in fire engines, police vehicles, boats, refuse trucks, street sweepers, mobile command centers, and mobile clinics. Specific vehicle up-fit requirements are detailed for Ford Police Interceptor Utility units (up to 50 units) with vendor-supplied equipment including Whelen light bars, Whelen CenCom siren controllers, Motorola APX 8000 VHF/800 radio systems, Panasonic G1 Tough-Pad computers, and associated lighting and communications equipment. Contractors must provide one-year warranty on equipment with onsite repairs and lifetime warranty on labor. Equipment must conform to SAE electrical standards; labor pricing is hourly, with rates for weekday business hours, overtime, and weekend work. Contractors must demonstrate minimum five years' experience in mobile technology installations for government or utility organizations, maintain a facility within 50 miles of Long Beach with 30-day camera recording capability, and carry $1 million commercial general liability and $500,000 commercial automobile liability insurance.
The total annual aggregate contract amount is $895,000 with 10% contingency ($89,500), not to exceed $984,500 annually. The contract term is two years with options to renew for three additional one-year periods. A mandatory pre-proposal meeting was held April 26, 2023 at 10:00 AM. Addendum No. 1 (May 11, 2023) clarified that the City provides all vehicle decals and that prevailing wage requirements do not apply under the rolling stock exemption. The Equal Benefits Ordinance applies to contracts exceeding $100,000. Proposals were firm for 90 days from submission. Questions due May 2, 2023; responses posted by May 16, 2023.
