About this opportunity
The City of Urbana, Illinois is requesting proposals for impervious area mapping services to produce a GIS file geodatabase identifying impervious surfaces on all parcels within the city, with proposals due October 19, 2026 at 2:00 p.m. The deliverable will support stormwater utility fee billing and requires geometric accuracy of 95 percent or higher.
The scope requires an Esri-compatible file geodatabase with polygon features classifying impervious surface types — building footprints, roadways, sidewalks, driveways, parking lots, gravel surfaces, railways, and water features — across approximately 11.3 square miles. The City will provide 3-inch resolution geospatial imagery, or vendors may propose alternatives. Proposals must not exceed 10 pages and include company description, scope understanding, delivery approach, experience summary, three references from work performed within the past five years, and expected completion timeline.
No contract value or term is stated. The RFP is for initial implementation only; annual updates may be added later as a separate modification. Award will be made within 90 calendar days to the vendor offering the best overall value. The City reserves the right to conduct interviews with selected respondents.
Questions are due October 14, 2026 at 2:00 p.m., with responses provided October 15. Proposals must be submitted electronically through the City's e-Procurement Portal. No pre-submittal meeting is required. Vendors must submit a W-9 form, cost proposal, confirmation of understanding and authorization, vendor representations certification, and indicate subcontractor use. Payment is due within 30 days of invoice approval; no more than 95 percent of the total agreement amount will be paid until final deliverables are accepted by the City.
Professional liability, general liability, automobile liability, employer's liability, umbrella/excess liability ($5 million), and cyber liability insurance ($3 million per claim) are required. Insurance providers must hold an A.M. Best rating of A-VIII or better, and the City must be named as additional insured on a primary and non-contributory basis. Vendors must comply with Illinois employment, prevailing wage, and non-discrimination laws and certify they have not been barred from contracting for bid rigging or bid rotating violations.
