About this opportunity

The Immokalee Community Redevelopment Agency (CRA) in Collier County, Florida is seeking a qualified vendor to provide seasonal installation and removal of holiday decorations at Zocalo Plaza located at 107 North 1st Street (at the intersection of West Main Street and North 1st Street) in Immokalee, Florida. This informal Quick Quote procurement requires the vendor to supply and install premium commercial-quality cool white LED light strands wrapped around designated trees with outdoor-grade electrical cords, bury extension cords under crushed shell ground covering, and manage pickup, installation, and removal of approximately 100 CRA-owned decorations currently stored at 418 School Drive. Decorations must be installed on or before November 21, 2026, with LED lights operational nightly beginning the Friday after Thanksgiving and continuing through January 6, 2027 (Three King's Day), coinciding with the county's Tree Lighting Event scheduled for December 3, 2026. The contract term is one holiday season with no renewal options, and award will be made to the responsive vendor submitting the lowest lump sum price that is all-inclusive of all installation, removal, materials, labor, and associated costs. Questions must be submitted by May 8, 2026 at 3:00 PM, with quote responses due by May 14, 2026 at 3:00 PM through the Collier County Procurement Services Division Online Bidding System at https://procurement.openpov.com/portal/collier-county-fl. Payment will be made in two installments: 50 percent upon completion of installation and submission of invoice, and the remaining balance upon completion of removal, with all prices remaining firm through the end of the fiscal year (September 30th).

The solicitation does not identify any set-asides for disadvantaged enterprises or restrictions on organization types, meaning all responsive and qualified vendors are eligible to bid. Prior to purchase order issuance, the selected vendor must provide proof of E-Verify registration and certificates of insurance including workers' compensation at statutory limits, employer's liability of $500,000, commercial general liability of $1,000,000 single limit/$2,000,000 aggregate, and automobile liability of $500,000, with Collier County named as additional insured on applicable policies. No performance bond, payment bond, or bid bond is required. The vendor is responsible for any necessary road permits and traffic management and must report any equipment issues within 48 hours at no additional cost, with all goods FOB destination and risk of loss transferring to the county upon delivery. No incumbent vendor is identified in the solicitation documents, and the project does not require integration with existing infrastructure or technology systems. The specific award value is not disclosed in the procurement documents; however, the lump sum price will cover all labor, materials, equipment, and associated costs for the complete seasonal installation and removal cycle.
