About this opportunity
The Illinois Department of Military Affairs at Camp Lincoln, Springfield is requesting bids for inspection, repair, maintenance, and certification services for 28 overhead cranes located at Illinois Army and Air National Guard facilities throughout the state under IFB #26-466MIL-ARNFF-B-52398, with bids due August 27, 2026.
The scope covers preventative maintenance during regular business hours (8:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal and state holidays), quarterly inspections with monthly checklists, annual inspections with pressure relief and leakage testing, and 24-hour, seven-day-per-week emergency repair service. Critical parts must be stocked or available on-site within eight hours of notification of failure; the contractor must use original equipment manufacturer parts where available. Cranes are distributed across 18 facility locations: Bartonville, Bloomington, Decatur, East St. Louis, Kankakee, Kewanee, Machesney Park, Macomb, Marion, Marseilles, Mattoon, Milan, North Riverside, Paris, Quincy, Sparta, and Springfield. The contractor must be licensed by the State of Illinois and must restore cranes to first-class condition by contract termination, bearing costs for repairs necessitated by defective materials or workmanship within one year of completion. Subcontracting is prohibited.
The contract term is five years with a maximum total term not to exceed ten years including renewals and extensions. Pricing is estimated rather than firm, with the State to enter the maximum contract amount prior to execution. Material costs should be entered as $100,000 in Line Item 12 for the five-year period and will serve as a billing mechanism rather than an evaluation factor.
The contractor must maintain general commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability of $1 million per occurrence, and worker's compensation insurance as required by law, with the State named as additional insured. All work is subject to prevailing wage requirements as applicable. Bids must be submitted electronically through BidBuy. Questions are due seven days prior to bid opening. Bid prices must remain firm for 90 days from opening. A $15 administrative fee applies for awarded contracts of $1,000 or more, to be deducted from the first payment. The contract may be partially or fully funded with federal funds, with the percentage and dollar amount disclosed upon notice of award.
