About this opportunity

Jordan Basin Improvement District is soliciting proposals from qualified integrators to migrate its wastewater SCADA from GE iFIX to Inductive Automation's Ignition, with bid inquiries due December 4, 2026 at 4:00 PM and sealed proposals due December 10, 2026 at 2:00 PM via Bonfire Software. Eligibility is restricted: proposers must have at least two Gold-level Ignition-certified integrators with a physical office along the Wasatch Front.

The work covers the District's 15 MGD Jordan Basin Water Reclamation Facility at 13826 South Jordan Basin Lane, Riverton, Utah, and its district-owned lift stations, which serve portions of Salt Lake and Utah counties. Required integration includes approximately 20,000 database tags (7,200 Boolean, 9,600 integer/word/float, 2,000 alarm and callout, and 2,500 historized), 150 screens with 12 navigation dropdown areas, alarm and callout configuration, communications with 60 Emerson PLCs using GE Ethernet and 10 additional MODBUS TCP/IP devices, and staff training. The District has already purchased the Ignition software and licenses, so software costs are excluded from pricing.

Minimum qualifications also require three project references demonstrating full Ignition SCADA integration for wastewater applications and one reference for a GE iFIX to Ignition migration.

Pricing must be a comprehensive cost estimate covering all manhours, travel expenditures, and additional fees. Commencement is January 1, 2027, with the term running through December 31, 2027 and optional annual renewals not to exceed five years. All integration work must be complete by November 30, 2027. Payment is based on verified work performed by District staff.

Proposals are scored on 100 points: Experience and Expertise (25), Team Qualifications (25, with an additional 5 points for active Premier Ignition Certification), Proposed Schedule (10), Local Presence/Resources (15), and Cost (25). The District reserves the right to accept or reject any submission, waive informalities, and negotiate changes to the scope of services.
