About this file
This is a Request for Proposals (RFP) document issued by the Jordan Basin Improvement District, a wastewater infrastructure provider serving portions of Salt Lake County and Utah County, Utah. The District seeks qualified Ignition-certified integrators to transition its 15 MGD Jordan Basin Water Reclamation Facility (JBWRF) and district-owned lift stations from existing GE iFIX SCADA software to Inductive Automation's Ignition SCADA software. The scope includes integrating approximately 20,000 database tags (comprised of 7,200 Boolean tags, 9,600 integer/word/float tags, 2,000 alarm and callout tags, and 2,500 historized tags), building 150 screens with 12 navigation dropdown areas, configuring alarm and callout systems, establishing communications with 60 Emerson PLCs using GE Ethernet and 10 additional MODBUS TCP/IP devices, and providing staff training. The RFP was posted November 2, 2026, with bid inquiries due December 4, 2026, at 4:00 PM, and sealed electronic proposals due December 10, 2026, at 2:00 PM via Bonfire Software. The District requires completion of all integration work by November 30, 2027, with contract commencement on January 1, 2027, and term through December 31, 2027, with optional annual renewals not to exceed five years.
Pricing shall be submitted as a comprehensive cost estimate including all manhours, travel expenditures, and additional fees; software costs are excluded as the District has already purchased the Ignition software and licenses. Minimum qualifications require at least two Gold level Ignition-certified integrators with a physical office along the Wasatch Front, three project references demonstrating full system integration of Ignition SCADA for wastewater applications, and one reference for GE iFIX to Ignition migration. Responsive proposals will be scored on five criteria: Experience and Expertise (25 points), Team Qualifications (25 points, with an additional 5 points for active Premier Ignition Certification), Proposed Schedule (10 points), Local Presence/Resources (15 points), and Cost (25 points), for a total possible score of 100 points. Payment is based on verified work performed by District staff. The District reserves the right to accept or reject any submissions, waive informalities, and negotiate changes to the scope of services.
