About this opportunity
The City of Kingman, Arizona is soliciting competitive Statements of Qualifications (SOQs) for on-call engineering and architectural services specifically for the Kingman Municipal Airport & Industrial Park (IGM) through RFQ #2025-RFQ-004. The procurement seeks qualified firms capable of providing professional engineering and architectural services with registered Professional Engineers and Architects licensed in the State of Arizona. Key deliverables include comprehensive airport infrastructure support, which may encompass design, construction management, and technical services across various airport development projects. Evaluation criteria will involve a 16-category scoring system rated on a 0-5 point scale, assessing factors such as project experience, personnel qualifications, firm reputation, project understanding, schedule adherence, and budget management capabilities. Critical dates include a question submission deadline of March 21, 2025 at 12:00 pm Arizona time, with responses due by April 7, 2025 at 12:00 pm. The City anticipates selecting a firm by April 15, 2025, with a potential contract award during the City Council Meeting on May 20, 2025. Responses must be submitted exclusively through the OpenGov procurement portal, with mailed, faxed, hand-delivered, and emailed submissions being automatically rejected.
The procurement includes a Disadvantaged Business Enterprise (DBE) participation component, with an established overall DBE participation goal of 11.63% to be achieved through race-neutral measures. The total targeted DBE expenditure is $685,381, calculated using Arizona DBE Directory and U.S. Census Bureau data, covering a market area that includes Maricopa, Pima, Mohave, Coconino, LaPaz, and Yavapai Counties. While no specific incumbent vendors are mentioned, the City will facilitate DBE participation through strategies like arranging solicitations to support small businesses and conducting information programs on contracting procedures. Insurance requirements are stringent, mandating commercial general liability coverage of $1M per occurrence, professional liability coverage of $1M, and workers' compensation insurance. The contract will have an initial five-year term with monthly contract terms, and preference will be given to Arizona-based firms. The associated Five-Year Capital Improvement Program (CIP) indicates potential project values ranging from $40,000 to $5,220,000, with funding sources including federal, state, and local allocations, and some projects specifically noting Bipartisan Infrastructure Law (BIL) funding.
