About this file

This document is a Disadvantaged Business Enterprise (DBE) Three-Year Goal Methodology for the Kingman Municipal Airport (IGM), operated by the City of Kingman, Arizona, covering fiscal years 2025-2027. The airport anticipates awarding multiple contracts during this period, including a Wind Cone Relocation in FY 2025 ($189,387), Taxiway D Connector and Reconstruction and Corner Apron Reconstruction in FY 2026 ($4,634,100), and an Airfield Access Control System and Gate Upgrade in FY 2027 ($1,068,750). The total DOT-assisted contract amount is $5,892,237, with contracts spanning construction, design, and design/construction services.

The document establishes an overall DBE participation goal of 11.63% for the three-year period, to be accomplished entirely through race-neutral (RN) measures. The total dollar amount targeted for DBE expenditure is $685,381, calculated using the Arizona DBE Directory and U.S. Census Bureau data. The market area includes Maricopa, Pima, Mohave, Coconino, LaPaz, and Yavapai Counties. The airport will facilitate DBE participation through methods such as arranging solicitations to support small businesses, conducting information programs on contracting procedures, and ensuring wide distribution of the DBE directory. A stakeholder consultation meeting was held on November 6, 2024, with no comments received, and the goal will be subject to review by the FAA Southwestern Region Compliance Specialist.

Grand Total

FY2025-FY2027

$5,892,237 $685,381 (11.63% of

$5,892,237)

The base goal projection after weighting is as follows:

• Total Weighted DBE Availability: $685,381

• Total for All Trades: $5,892,237

Dividing the weighted DBE totals by the total estimate for all trades gives a base DBE availability figure for the projects anticipated during the goal-setting period. This figure is expressed as a percentage and serves as the basis for the three-year overall goal.

Base of DBE Goal: 11.63%

The final step in the comparison was the development of a simple average of the Base Figure and the Average Percentage to establish a final percentage. Due to the lack of comparable information, it was felt that the Base Figure of 11.63% should not be adjusted for this variance.

The Average Percentage of 11.63% is established as the goal for DBE participation at the Kingman Airport for FY 2025-FY2027.

Breakout of Estimated “Race and Gender Neutral” (RN) and “Race and Gender Conscious” (RC) Participation.

The Sponsor will meet the maximum feasible portion of the overall goal by using RN means of facilitating DBE participation.

1. Arranging solicitations, times for the presentation of bids, quantities, specifications, and delivery schedules in ways that facilitates DBE, and other small businesses, participation;

2. Carrying out information and communications programs on contracting procedures and specific contract opportunities;

3. Ensuring distribution of DBE directory, through electronic means, to the widest feasible universe of potential prime contractors.

The City of Kingman estimates that in meeting the established overall goal of 11.63% it will obtain 0.00% from RC participation and 11.63% through RN measures.

PUBLIC PARTICIPATION

Consultation:

In establishing the overall goal, Sponsor provided consultation and publication. This process included consultation with minority, women, and general contractor groups, community organizations, and other officials or organizations which could be expected to have information concerning the availability of disadvantaged and non-disadvantaged businesses, the effects of discrimination on opportunities for DBEs, and the Sponsor’s efforts to establish a level playing field for the participation of DBEs. The consultation included a scheduled, direct, interactive exchange with as many interested stakeholders as possible focused on obtaining information relevant to the goal setting process and was conducted before the goal methodology was submitted to the operating administration for review. This public notice was posted on the FAA website and made available to the City of Kingman, US Small Business Administration in the State of Arizona. Details of the consultation are as follows.
