About this opportunity

The Florida Department of Agriculture and Consumer Services (FDACS) is pursuing a single-source procurement with IGA USA, Inc. for the "Fresh from Florida" Grocery Retailer Marketing Program, targeting the promotion of Florida agricultural products. This procurement is statutorily mandated and advertised for fifteen business days, with responses due by July 2, 2025, at 2:00 PM. The contract will run from its execution date through June 30, 2026, focusing on sales and business promotion activities including in-store promotions, magazine advertisements, television, and social media marketing. Specific deliverables include providing participating stores with in-store signage, peel-and-stick labels, and executing targeted media buys across mobile, desktop, and connected TV platforms. The procurement is authorized under Florida Statute 571.2 (Florida Agricultural Promotional Campaign Act) and requires the vendor to be a non-paid member of the "Fresh From Florida" Industry Membership program. The Department will review any submissions from prospective vendors to determine if alternative sources exist for these commodities or services.

The procurement appears to be specifically targeted to IGA USA, Inc. as the sole vendor, with no explicit set-aside designations or restrictions for disadvantaged enterprises mentioned. The contract has an estimated total amount up to $150,000, with a targeted contract amount of $100,000. IGA's unique qualification stems from its national brand representation of family-owned, local retail grocery stores, positioning it as the only vendor capable of promoting "Fresh From Florida" commodities across multiple family-owned, local retail grocery stores for national or regional marketing promotions. No incumbent vendors or existing technology integration requirements are explicitly detailed in the documentation. The single-source justification is based on IGA's distinctive market position and ability to execute the marketing program across its network of stores. Prospective vendors who believe they can provide similar commodities or services are invited to submit relevant information to the contact person listed in the advertisement by the specified deadline.
