About this opportunity
The Colorado Department of Agriculture–State Fair is requesting sealed bids for design/bid/build construction services on Creative Arts Building ADA and HVAC upgrades under IFB1,BSFA,2026-0182, with bids due June 5, 2026 at 11:00 AM Mountain Daylight Time. The project is estimated at $1.5 million and includes life safety improvements, electrical upgrades, mechanical upgrades by alternate, roofing replacement by alternate, ADA compliance, and code work at 1001 Beulah Avenue, Pueblo, Colorado 81004. Colorado prevailing wage and apprenticeship utilization requirements apply; 80% of work must be performed by Colorado residents.
Eligibility is restricted to bidders demonstrating no prior State termination for non-performance, continuous operation under the same business name for two years, documented experience on at least two projects exceeding $1 million in hard costs, and bonding capability up to $1.5 million. Mandatory attendance at the pre-bid conference on May 21, 2026 is required. The scope encompasses Phase 1 only, deferring remaining code deficiencies to a future phase; Phase 1 work includes constructing a water entry room and family restroom, removing and replacing roofing in the high bay area only, removing and replacing four existing evaporative coolers with new indirect evaporative coolers, installing new electrical service and egress lighting, providing a new fire sprinkler system throughout the building, and replacing an existing planter with landscaping stone. Two additive alternates are included: Alternate 1 for six evaporative coolers and Alternate 2 for new roofing. The building, constructed in 1921, is approximately 16,740 square feet. Construction is anticipated to begin September 8, 2026 and conclude June 1, 2027.
Bidders must submit a 5% bid bond, comply with prevailing wage rates specified for Pueblo County, obtain performance and labor/material payment bonds not less than 50% of contract value, certify apprenticeship participation for mechanical, electrical, plumbing, sheet metal, fire suppression, and sprinkler fitting work (with participating firms graduating a minimum of 15% of apprentices for at least three of the past five years), and provide labor burden calculations. All respondents must accept the sample Design/Bid/Build Contractor's Agreement (SC-6.21) and General Conditions (SC-6.23) without reservation or communicate exceptions in writing before bid closing. Questions were due May 27, 2026; final addenda issued June 1, 2026. Award intent notification is anticipated June 23, 2026, with contract approval expected July 10, 2026.
