About this file

This is an Apprenticeship Utilization Certification form issued by the State of Colorado Office of the State Architect for the State Buildings Program, applicable to the Department of Agriculture's State Fair project 2024-011M24 titled "Creative Arts Code, ADA, & HVAC Upgrades, Phase 1 of 2." The certification applies to public construction projects valued at $1 million or more and requires documentation that all firms participating in designated trades—including mechanical, sheet metal, fire suppression, sprinkler fitting, plumbing, and electrical work—are registered with apprenticeship programs. The General Contractor must certify that all identified subcontractors participate in apprenticeship programs registered with the United States Department of Labor's Employment and Training Administration or state apprenticeship councils recognized by the DOL, with a proven record of graduating a minimum of fifteen percent of apprentices for at least three of the past five years.

The General Contractor must supply supporting documentation from the DOL's Office of Apprenticeship verifying the certification, which the contracting agency must make publicly available through its website within thirty days of submission. The General Contractor is required to provide additional documentation regarding affected apprenticeship training programs as requested by the contracting agency. If a subcontractor willfully falsifies documentation or misrepresents qualifications, the contracting agency will direct the General Contractor to terminate the subcontractor immediately. The State may initiate debarment proceedings against the General Contractor pursuant to 24-109-105, C.R.S., and may pursue any other legal remedies available.
