About this file
This document is a Q&A compilation issued by the State of Colorado Department of Agriculture-State Fair in response to inquiries submitted regarding Invitation for Bid (IFB) No. 1,BSFA,2026-0182 for Creative Arts Building ADA and HVAC Upgrades Phase 1 of 2. The project is estimated at $1.5 million and involves design/bid/build services for ADA accessibility improvements and HVAC system upgrades to the Creative Arts Building at the Colorado State Fair. The scope includes modifications to electrical systems, plumbing infrastructure, site work including removal and replacement of concrete elements, landscape work, and utility line installation. The bid dates cannot be extended due to procurement scheduling requirements, with pricing to be held until the project commences after the State Fair. Bidders are required to review the solicitation documents and Addendum 1 thoroughly, with all published documentation available on Colorado Box. A site walk for roofing contractors was offered on June 2, coordinated through Ken Roberts, Property & Facilities Manager, at 719.568.2561.
Key specifications and requirements clarified through the Q&A process include that HVAC contractors need not be certified Seely installers but must utilize factory-authorized start-up services; the project is subject to City of Pueblo sales tax at 3.7% in addition to state and county exemptions; 100% IFB drawings are not required for submission; bedding sand and flow fill are required for fire lines and sanitary sewer; 2-inch HDPE pipe is acceptable for domestic water instead of copper; and the Apprenticeship Utilization Certification is mandatory. Liquidated damages are anticipated to range between $100 and $250 per day, to be determined during the contracting phase. Site-specific clarifications included removal of existing trees, removal and replacement of damaged sidewalk and curb sections as required for utility installation, protection of a memorial bench from construction damage, retention of existing building steps, and installation of 2-inch to 4-inch river rock over landscape fabric with landscaping edging in areas where planters are removed.
