About this file
This is a Direct Labor Burden Calculation form issued by the Colorado Office of the State Architect's State Buildings Program for the Department of Agriculture's State Fair project (2024-011M24), which involves Creative Arts Code, ADA, and HVAC Upgrades, Phase 1 of 2. The form requires contractors and major subcontractors to submit detailed labor burden calculations prior to execution of a construction agreement. The document requests itemization of labor overhead as a percentage of total labor costs, including payroll taxes, pension costs, health and dental insurance, life insurance, and other employee benefits. Separate Labor Burden Calculation Sheets must be provided for the prime contractor and for each major subcontractor, including electricians, plumbers, mechanical contractors, excavators, millwork, and concrete specialists. These agreed-upon labor burden percentages will be incorporated into the contract as part of Exhibit A and will serve as the basis for calculating any future Change Order Proposals under form SC-6.312.
The State reserves the right to require backup documentation and verification of all information submitted in the labor burden calculation. The form itself is a template spreadsheet that requires completion of the labor burden percentage calculation, though the specific percentages and contractor details are not populated in this document. This administrative requirement ensures transparency in labor cost structure and provides a standardized methodology for managing construction cost adjustments throughout the project delivery process.
