About this opportunity
The City of St. George, Utah is requesting proposals for a Scheduled Service Agreement to perform planned HVAC maintenance at St. George Regional Airport's Terminal Building and Aircraft Rescue & Firefighting (ARFF) facility, with proposals due June 16, 2026 at 2:00 p.m. and a mandatory pre-bid meeting June 8 at 9:00 a.m.
The scope encompasses quarterly maintenance on seven Trane rooftop units (RTUs), eight mushroom-style exhaust fans, and one wall-mounted Bard-style unit at the Terminal, plus one Trane RTU, five mushroom-style exhaust fans, and nine evaporator cooler units at the ARFF facility. Contractors must provide quarterly service on all units, perform annual condenser coil washing, submit maintenance reports via email within one week of service completion, and offer recommendations to improve energy efficiency, operational performance, environmental impact, and air quality based on system analysis. Contractors must hold all necessary state and federal licenses and EPA certifications, maintain valid insurance, and provide 24/7 emergency response capability with a dedicated service team (service coordinator, technicians, and account manager). Personnel working in restricted airport areas may require federal and state background clearances.
Required insurance includes commercial general liability ($1,000,000 per occurrence / $4,000,000 aggregate), business automobile coverage ($1,000,000 single person / $3,000,000 multiple), and property damage insurance ($300,000 minimum). The City must be named as additional primary insured. Contractors assume all equipment and service costs at their own expense and are responsible for indemnifying the City.
Proposals must address pricing and cost structure, qualifications and certifications, dedicated service team structure and experience, emergency response capability, maintenance plan completeness and technical approach, reporting and documentation practices, background clearance and airport security compliance, and insurance coverage. The City reserves the right to perform repairs in-house or solicit competitive bids for work outside this agreement's scope and does not commit to award a contract or reimburse proposal preparation costs. Questions are due June 11. Proposals are submitted through the City's online portal at https://sgcity-utah.bonfirehub.com.
