The procurement encompasses daily mail handling operations including pickup of outgoing interoffice mail, retrieval of incoming metered and accountable mail from multiple USPS post office boxes and substations, sorting, and delivery to various departmental units. Bidders must submit detailed cost sheets identifying monthly costs for Oakland services, San Francisco services, additional pick-up and delivery occurrences, and additional courier bags. The bid submission deadline is June 9, 2026, at 4:00 PM via email, with public bid opening scheduled for June 10, 2026, at 9:30 AM. Written questions must be submitted by May 28, 2026, at 4:00 PM, with DIR responses posted by June 2, 2026. Award will be made to the lowest responsive, responsible bidder meeting all specifications, with the notice of intent to award posted for five business days beginning June 11, 2026.

The contract includes optional Small Business (SB) and Microbusiness (MB) preference designations, as well as Disabled Veteran Business Enterprise (DVBE) participation incentives ranging from 1 to 5 percent applied to the bid price for evaluation purposes only. Contractors must maintain comprehensive insurance coverage including general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, workers' compensation insurance, and crime insurance of $5,000,000. The contract term is thirty-six (36) months with an estimated start date of July 1, 2026. DIR's budget allocation for this contract is $440,000.00, and bids exceeding this amount may be deemed non-responsive and ineligible for award. No incumbent vendor or current contractor information was identified in the procurement documentation. This opportunity is open to qualified contractors meeting all mandatory requirements and willing to comply with the specified service delivery standards and insurance requirements.
