The contractor must meet response time requirements of 24-48 hours from service request initiation, with emergency services requiring completion within 24 hours. Pricing shall be submitted on an hourly rate basis with parts and materials markup not exceeding 40% of wholesale costs, excluding tax. Key deadlines include a written questions deadline of March 16, 2026, at 3:00 p.m., Q&A posting by March 23, 2026, bid submission by April 14, 2026, at 2:00 p.m., public bid opening on April 15, 2026, at 11:00 a.m. via Zoom, and an anticipated award date of April 30, 2026. The contract term spans three years from July 1, 2026, through June 30, 2029, with an optional one-year renewal available.

The solicitation includes multiple preference programs available to eligible bidders. Certified small businesses and micro-businesses receive a five percent (5%) preference on the lowest responsive, responsible bid, while non-small businesses can qualify for the same five percent (5%) preference by committing to subcontract at least twenty-five percent (25%) of their net bid price to certified California small businesses. The Disabled Veterans Business Enterprise (DVBE) Program offers an optional incentive ranging from one to five percent based on the bidder's stated DVBE commitment level, with bidders qualifying either as certified DVBE firms themselves or by committing to certified DVBE subcontractors for at least one percent of the bid amount. The maximum allowable preference on a single bid shall not exceed $50,000, with combined preferences from all sources not exceeding $100,000. Bidders must also comply with Darfur Contracting Act certification requirements if they have conducted business activities outside the United States within the previous three years. The total estimated contract value is approximately $225,000 over the three-year term, or approximately $75,000 annually.
