About this opportunity
The California Correctional Training and Rehabilitation Authority is requesting sealed bids on powder coat paint supplies for its General Fabrication and Metal Fabrication enterprises across three facilities, with bids due August 19, 2026 at 3:00 p.m. PST. No set-asides, preferences, or eligibility restrictions apply — CALCTRA explicitly does not offer Small Business, Disabled Veteran Business Enterprise, Target Area Contract, Local Agency Military Base Recovery Act, or Enterprise Zone Act preferences.
The scope covers 28 line items of powder coat paint in various colors and finishes, with estimated annual quantities totaling approximately 23,150 pounds. Line items 1–12 require a minimum order of 200 pounds per order; line items 13–28 require a minimum order of 250 pounds per order. Quantities per line item range from 50 to 6,000 pounds. Deliveries are restricted to Monday through Friday, 8:00 a.m. to 2:30 p.m., and all products must carry a six-month minimum shelf life warranty. Material Safety Data Sheets must accompany each delivery. Performance locations are Avenal State Prison in Avenal, California State Prison Solano in Vacaville, and Folsom State Prison in Represa.
The contract term is three years, expiring unless mutually extended or terminated earlier, with provisions for an emergency extension of up to one additional year under specified circumstances. Bidders must quote prices on an F.O.B. Destination basis with freight prepaid. Evaluation is based on best value as determined by CALCTRA, considering cost, performance, and experience factors. Payment terms are net forty-five days under California's Prompt Payment Act. Bids must remain valid for forty-five days following the due date. All bids must include a Bidder/Supplier Responsibility Information form, cost sheets with unit prices limited to four decimal places, Darfur and economic sanctions certifications, recycled content certifications, and payee data records (STD 204 and STD 205). Bidders must disclose any generative artificial intelligence technology included in their solution by completing the GenAI Disclosure & Factsheet (STD 1000); failure to disclose results in disqualification. Sealed bids must be delivered to Sadaqatullah Sahak at CALCTRA's Business Services Section in Folsom. No bidders' conference or site visits are scheduled.
