About this opportunity

The Maryland Department of Health's Center for Harm Reduction Services is seeking a single contractor to provide services for COACH and RELATE model training, case conferencing, and monthly system calls to build statewide capacity for compassionate, competent care management and supervision for people with complex needs and at high risk of overdose. The anticipated contract duration is from February 17, 2023 through June 30, 2023, with a two-month option to extend through August 30, 2023. Bids must be submitted by February 10, 2023 at 2PM EST, and a pre-proposal conference was held on January 27, 2023. The contract will be a firm fixed price agreement, with a total compensation for services not to exceed $50,000. Bidders must demonstrate working experience with the outlined deliverables, as well as existing experience implementing and training on the COACH framework and RELATE supervision model.

This is a small procurement under COMAR 21.05.07, with no incumbent vendor and all solicitations being public information. The pricing structure is flexible, allowing bidders to propose either a fixed fee or a structure based on salary and fringe. The contract will be a cost-reimbursement type, with the most favorable total bid price being the lowest price submitted. There are no set-aside designations or restrictions on the types of organizations that can respond, and the $50,000 amount is the maximum contract value, not a designated budget.
