About this file

This document is an Invitation for Bids (IFB) issued by the State of Maryland for Harm Reduction Care Management and Supervisor Capacity Building services. The solicitation is a small procurement under COMAR 21.05.07, with a contract value not to exceed $50,000. Bidders are required to use the RELATE model, and the contract will be awarded to the responsible bidder submitting the most favorable total bid price. There is no incumbent, and all solicitations are public information that can be accessed through the eMMA portal. The pricing template is flexible, allowing bidders to provide their proposed pricing structure, whether a fixed fee or based on salary and fringe.

The document clarifies that the $50,000 amount is the maximum contract value, not the designated budget. Bidders are expected to complete the Exhibit B - Bid Form to provide their proposed pricing. The contract will be a cost-reimbursement type, with the most favorable total bid price being the lowest price submitted.

Question Answers

Exhibit B

I also would like to ask if you can confirm the designated budget for this small procurement solicitation? I have seen documentation that states $25,000 and others that state $50,000. Also, is this a cost reimbursement-based contract?

This solicitation is made in accordance with the small regulation as described in State of Maryland Procurement Regulations - COMAR 21.05.07. $50,000 is not the budget but the amount the contract cannot exceed under Small Procurement Delegation. Applicants are expected to complete Exhibit B - Fid Form.

Section 1.1

Does the organization have to use the RELATE model? If organizations have their own evidence-based practice model, could we use it? Yes, it has to be the RELATE model as stated in the IFB.

Section 1.9

Is there a maximum budget for the services?

Per Section 1.9.1 The Contract shall be awarded to the responsible Bidder submitting a responsive Bid with the most favorable Total Bid Price for providing the goods and services as specified in this IFB. The most favorable Total Bid Price will be the lowest price total on Exhibit B - Bid Form. Tie bids will be pursuant to COMAR 21.05.02.14.

General Is there an incumbent? If so who and how much was the last contract? There is not an incumbent.

General

Please clarify where in COMAR does it explain the difference between an IFB and RFP and what is expected in the proposal.

Pricing

We have a question in regard to the Excel pricing grid. Our pricing is a fixed fee contract derived from our billing rates. The template is asking for salary and fringe. Should we just fill out the contractual line with blended unit rate and quantity of hours? Is that sufficient?

The budget template is just a template, so they can report precisely what they are requesting funds for.
