About this opportunity
The City of St. George, Utah is issuing an Invitation for Bid (IFB) for the design, manufacturing, and delivery of two prefabricated pedestrian bridges for trail projects (Project 26-269). The procurement is being conducted by the City of St. George in Washington County, Utah. The City seeks bids for two separate bridge installations: a 190-foot span, 10-foot wide pedestrian bridge for the Fort Pearce Wash Trail adjacent to the St. George Golf Club with an anticipated delivery date of February 1, 2027, and a 200-foot span, 10-foot wide pedestrian bridge for the Santa Clara River Trail located at 870 S Circle, St. George, Utah 84770 with an anticipated delivery date of November 1, 2026. Each bridge must be designed and fabricated in accordance with AASHTO LRFD Guide Specifications for the Design of Pedestrian Bridges (2009), utilizing half through truss steel construction with H-section floor beams, single-diagonal Pratt truss design, and weathering steel construction; both bridges will feature stamped concrete decking to be installed by the project contractor, with the Fort Pearce Wash bridge featuring approximately a 1% slope incline from west to east and the Santa Clara River Trail bridge remaining flat. Bidders must possess a valid contractor's license, provide documented project experience, and employ a licensed civil or structural engineer with a minimum of 10 years of bridge design experience in Utah to oversee all engineering work and seal design drawings. The bridge manufacturer's facility must maintain current AISC certification, and all structural steel materials shall conform to A847 for hollow structural shapes and A588 for structural shapes and plates, with all welds performed to AWS D1.1 standards and inspected by a Certified Weld Inspector. Questions must be submitted by March 19, 2026 at 2:00 PM MST, with bid submissions closing on March 24, 2026 at 2:00 PM MST via sgcity-utah.bonfirehub.com. The award will be made to the lowest responsible bidder as determined by the City using criteria established in municipal ordinances, with each bridge item awarded separately, and bidders unable to meet specified delivery dates must propose alternative lead times subject to City approval. Bidders must submit a bid bond equal to five percent of the total bid amount, and successful bidders must provide performance and payment bonds each equal to 100 percent of the contract price with City-approved corporate surety within ten calendar days of receiving the Notice of Award.
No set-aside designations or restrictions targeting disadvantaged enterprises, minority-owned businesses, or specific organization types are identified in the solicitation documents. No incumbent vendors or current contractors are referenced. Bidders are responsible for conducting their own site inspections and obtaining familiarity with existing site conditions. All work must be performed in compliance with applicable federal, state, and local laws, including Utah Code 63G-27-201 regarding public contract boycotting restrictions. Payment will be made within 30 days of delivery acceptance and invoice receipt, with a one-year warranty from the date of installation covering defects in design, material, and workmanship, excluding paint, galvanizing, and other special coatings which are warranted by coating manufacturers. Bidders must include all design, manufacturing, delivery, storage if needed, coordination with future project contractors, and related labor and equipment costs in their lump-sum pricing. Specific budget ranges or award values are not disclosed in the available solicitation documents; however, the City reserves the right to reduce or remove bid items at its sole discretion and to reject any bid if the bidder fails to demonstrate proper qualifications or if proposed lead times are deemed unreasonable.
