About this opportunity
The Illinois Tollway is conducting an Invitation for Bid (IFB 25-0002RR) for the procurement of Mobile Column Rotary Lifts, requiring electronic submission through BidBuy by February 25, 2026. The solicitation seeks two sets of four mobile column rotary lifts (Rotary Model MCHM19 or equivalent), eight support stands, and a one-year manufacturer's warranty for a one-time purchase with an initial contract term from June 1, 2026 to May 31, 2027. Required specifications include a minimum lifting capacity of 18,800 pounds per column, hydraulic systems with microprocessor-controlled synchronization, 70-inch minimum lifting height, wireless control systems with touchscreen displays, Automotive Lift Institute certification, automatic overload protection, dead man switches, and manual lowering capability. The awarded vendor must be the manufacturer or an authorized dealer/distributor capable of providing genuine parts and manufacturer-related services, with delivery required to the Central Shop at 3460 Finley Road, Downers Grove, Illinois between 8:00 a.m. and 2:00 p.m. Central Time, Monday through Friday. Written vendor questions must be submitted no later than February 12, 2026 at 10:00 a.m. The State will award the contract to the responsive and responsible bidder submitting the lowest total price based on completion of all mandatory line items in BidBuy. Vendors must provide commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability insurance of $1,000,000, and workers compensation coverage, with the Illinois Tollway named as an additional insured.
The Illinois Tollway encourages vendors to consider hiring qualified veterans and Illinois residents, with preference given to products manufactured in the United States unless unavailable in reasonably available quantities, exceeding comparable imported products by 12% or more in price, or substantially differing in quality. Vendors must complete the Vendor Disclosure form (or IPG Active Registered Vendor Disclosure if registered) as a mandatory requirement, and those with subcontractors must obtain prior written approval for any subcontractor with annual values exceeding $100,000. The procurement is funded through Illinois state resources with potential partial or total federal funding to be disclosed upon notice of award. A $15 administrative fee applies to any awarded vendor for contracts valued at $1,000 or more, to be deducted from the first check issued. The solicitation does not specify an estimated contract value or budget range, nor does it identify any incumbent vendors or current contractors. All submissions must comply with CPO notice 2023.12 requiring electronic submission only; paper responses and alternative delivery methods including US Mail, FedEx, UPS, or hand delivery will not be accepted, and all agreements will include Standard Terms and Conditions and Standard Illinois Certifications governed by Illinois law and the Illinois Procurement Code.
