About this file
This is an Exhibit A specifications document for the Illinois Tollway's competitive solicitation (IFB 25-0002RR) for mobile column rotary lifts. The Illinois Tollway is seeking to procure mobile column rotary lift units that meet detailed technical specifications to support their maintenance and operational needs. The solicitation requires vendors to submit a specification compliance questionnaire with their bid, indicating whether offered units meet each of the 18 specified requirements or noting any deviations. Vendor questions must be submitted electronically no later than February 12, 2026, at 10:00 a.m. The Illinois Tollway requires electronic submissions only; paper responses will not be accepted per CPO notice 2023.12.
The specified mobile column lifts must be the Rotary Model MCHM19 or Tollway-approved equivalent, with a minimum lifting capacity of 18,800 pounds per column, hydraulic systems with microprocessor-controlled synchronization, 70-inch minimum lifting height, and wireless control systems with user access controls and touchscreen displays. Each lift must include one vehicle support stand per column and be delivered fully assembled and ready to operate. Units must be certified by the Automotive Lift Institute, include automatic overload protection, dead man switches, manual lowering capability in case of power outage, and carry a minimum one-year manufacturer warranty beginning upon receipt at the Tollway. The solicitation reserves the right to evaluate specification deviations for their impact on unit capability, reliability, and cost effectiveness, with the Tollway's determination on compliance being final.
