About this opportunity

The City of St. George is requesting bids for slurry seal application to roadways and parking lots under IFB 26-300, with bids due September 15, 2026 and questions due September 11, 2026. No pre-bid meeting is scheduled.

The scope encompasses over eighty street segments classified as local or collector roads and seven parking lots (ranging from approximately 4,355 to 27,137 square feet) across St. George. Bidders must submit a construction schedule using spreadsheet or scheduling software showing main work categories. The project will commence no later than October 1, 2026, and must be completed by June 30, 2027.

Each bid must be accompanied by a bid bond equal to 5% of the total bid amount, issued by a Utah-licensed surety company and approved by the City. Upon award, the successful bidder must execute a 100% payment and performance bond within ten calendar days of notice of award. The contractor must hold a proper Utah contractor's license prior to bidding, file a notice of commencement with the Utah State Construction Registry within 15 days of starting physical construction, and provide a certificate of insurance naming the City as an Additional Insured with primary, non-contributory coverage. Liquidated damages are assessed at $250 per calendar day for contract time overruns and $250 per day for failure to repair deficiencies within 10 days of notification.

Award will be made to the lowest responsible bidder as determined by the City using criteria in City ordinances. The City reserves the right to reduce or remove items from the project and to reject any or all bids or waive any formality or technicality. All contractors and subcontractors must use E-Verify to verify employment eligibility of employees and comply with Title 38 Chapter 1b, Utah Code Annotated, governing government construction projects.
