About this opportunity
Tooele County is requesting sealed bids on HVAC equipment replacement at The Peak Sports & Entertainment Complex, with bids due September 8, 2026, following an addendum that extended the deadline from September 7. The scope includes two 10-ton rooftop HVAC units serving the Indoor Arena and one 45-ton air-cooled chiller serving the Conference Center.
Equipment specifications are prescriptive. The rooftop units must be 10-ton commercial units operating at 460 volts, 60 Hz, 3 phase with downflow configuration and factory-installed economizers, with a basis of design specified as Daikin DCS120 or approved equivalent. The chiller must be a 45-ton air-cooled scroll chiller operating at 460 volts, 60 Hz, 3 phase with R-32 refrigerant, based on Carrier 30RC-045661---213 or approved equivalent. Qualified contractors must hold all required Utah contractor licenses, demonstrate experience with similar commercial HVAC projects, and provide manufacturer-authorized warranty service.
The lump-sum price must cover all labor, materials, equipment, permits, testing, startup, commissioning, and incidentals. Bidders must submit a five percent bid security bond and, upon award, provide performance and payment bonds each equal to 100 percent of the contract amount. Bid prices must remain valid for 60 days. The County anticipates awarding to the lowest-cost responsive and responsible bidder and may award based on one or both components depending on budgetary constraints.
Based on a bid tabulation report, six contractors submitted bids. Johnson Controls Building Solutions LLC submitted the lowest base bid at $60,675.00, followed by Rocky Mountain Mechanical at $66,510.00. Base bid costs ranged from $60,675.00 to $156,168.45. The County reserves the right to reject any or all bids. Site visits are strongly encouraged and may be arranged through the County contact in the solicitation portal. Bid submissions must include itemized cost breakdowns, manufacturer specifications, lead times, project schedules, warranty coverage details, and references for similar projects. Contractors must comply with Utah labor and employment verification requirements and maintain one million dollars commercial general liability insurance and commercial automobile liability insurance of one million dollars per occurrence if vehicles are used.
