About this opportunity
Wasatch County School District (WCSD) is requesting bids on commercial food items for weekly delivery to approximately 36 school sites throughout the 2026–27 school year under IFB CN 2026-27, with proposals due June 15, 2026 at 12:00 a.m. MDT via BONFIRE. Bidders must provide firm, competitive pricing for all approximately 500 line items in the bid table to be considered responsive; the District reserves the right to deem partial bids non-responsive, though minor informalities may be waived at its discretion.
The scope includes proteins, dairy, frozen prepared foods, fresh and frozen fruits and vegetables, grains, baked goods, condiments, beverages, and dry goods to support the National School Lunch Program and School Breakfast Program. Products must meet USDA and FDA food safety standards and comply with Utah HB 402 restrictions on synthetic dyes and specified chemicals. Vendors must provide Product Formulation Statements, CN Labels, or ingredient statements to verify compliance. The District reserves the right to award multiple vendors.
All pricing must remain firm-fixed for the contract term from July 1, 2026, through June 30, 2027, with no mid-year price increases or fuel surcharges permitted. Price adjustments will only be considered at annual renewal windows and must not exceed the Consumer Price Index for Food Away From Home percentage change. The contract may be renewed annually for up to four additional years, not to exceed five years total, contingent upon vendor performance and mutual written agreement.
Deliveries must occur weekly according to a District-provided schedule, with delivery windows restricted to prior to 7:00 a.m. or after 4:00 p.m. Evaluation criteria are weighted: Price (40%), Product Quality and Freshness (20%), Delivery Capability and Schedule (15%), Vendor References and Past Performance (10%), Compliance with Bid Requirements (10%), and Responsiveness to Buy American Provision (5%). Vendors must comply with USDA Buy American provisions, limiting non-domestic products to a maximum of 10 percent through 2027, and must provide at least three current or recent institutional references.
