About this opportunity
The Jordan School District (JSD) in Salt Lake County, Utah, is soliciting bids through an Invitation for Bid (IFB) for district-wide asphalt sweeping services covering approximately 75 locations, including 7 high schools, 12 middle schools, 50+ elementary schools, and 5 support buildings. The scope of work encompasses sweeping services for all asphalt areas owned and maintained by the district, including parking lots, roadways, driving ranges, and playgrounds, with three scheduled sweeps required during the April through October work season each year. Bidders must demonstrate a minimum of five years of experience in asphalt sweeping operations and must submit pricing per sweep for each location on the provided cost sheet. The contract will commence upon bid acceptance and continue for one year with an option for up to four annual renewals at the district's discretion, for a maximum of five-year contract duration. Responses must be submitted electronically through Utah Public Procurement Place (U3P) Bonfire by Tuesday, May 19, 2026, at 2:00 p.m. MDT, with questions due by Thursday, May 14, 2026, at 2:00 p.m. MDT. The award will be made to the lowest responsive and responsible bidder in accordance with the State of Utah Procurement Code (UCA Chapter 63G-6a), and the district reserves the right to split the award by region at its discretion. Bidders must coordinate sweeping authorization with Jordan School District Maintenance (Mr. John Graziano, 801-567-8864), and all pricing must be guaranteed for one year with subsequent adjustments requiring documentation demonstrating a logical mathematical link to current pricing.
There are no specific set-asides for disadvantaged enterprises or restrictions on organization type detailed in the solicitation materials. All bidders must comply with mandatory requirements including certification of non-participation in economic boycotts as defined by Utah Code 63G-27, background checks for personnel with student contact, and maintenance of comprehensive liability insurance with coverage including workers' compensation ($1,000,000 per occurrence), comprehensive general liability ($2,000,000 combined single limit), automobile liability ($1,000,000), and umbrella coverage ($5,000,000), with JSD named as additional insured. Bidders must also comply with Utah Senate Bill 81 regarding immigration verification and procurement ethics standards, utilize tax exemption certificates (form TC-721G) when purchasing materials, and adhere to JSD's Standard Terms and Conditions including a termination for convenience clause with five days' notice and a one-year warranty on all work. No incumbent vendor or existing contractor information is provided in the solicitation materials, and no specific budget range or award value is disclosed; however, the contract is renewable annually for up to five years based on satisfactory performance and JSD's discretion. Early payment discounts are encouraged and will be evaluated as part of the award determination, though discounts for fewer than ten working days are not acceptable.
