About this opportunity

The Jordan School District is issuing an Invitation for Bid (IFB #26DB33-5) for district-wide asphalt repair services in Salt Lake County, Utah, to be awarded to the lowest responsive and responsible bidder. The procurement encompasses multiple asphalt repair and maintenance services, including patching holes in four size categories (100 square feet or less, 101 to 1,000 square feet, 1,001 to 5,000 square feet, and 5,001 to 25,000 square feet), filling cracks, and excavation with backfill and compaction work. Bidders must provide unit pricing per square foot for patching based on hole size, per linear foot for crack filling, and per cubic yard for excavation and backfill work, with all pricing guaranteed for one year. Qualified bidders must demonstrate a minimum of five years of experience as licensed contractors and shall be responsible for all labor, materials, equipment, supervision, and methods necessary to complete work to Utah State Road Commission specifications, with patched areas filled with three inches of asphalt or compacted road base for deeper areas and overlay work completed with 1.5 inches of asphalt material at six percent oil content. Work must be largely completed during non-school hours to protect children and district patrons, with a 24-hour response time required for patches of one square foot or less. Questions regarding the bid must be submitted by Thursday, June 4, 2026, at 2:00 p.m. MDT, with bids due electronically through the Utah Public Procurement Place (U3P) Bonfire portal on Tuesday, June 9, 2026, at 2:00 p.m. MDT. The contract will commence upon bid acceptance and continue for one year, with the district retaining the option to extend the contract for up to four additional annual renewals on the same terms and conditions, for a maximum of five-year contract period.

No specific set-asides for disadvantaged enterprises or minority-owned businesses are identified in the procurement documents. All bidders must comply with Utah sales tax exemption requirements under Utah Code 59-12-104 and must certify compliance with Utah Code 63G-27-102 regarding boycott restrictions, specifically confirming they are not engaged in economic boycotts or boycotts of the State of Israel. Bidders must maintain appropriate liability insurance covering workers' compensation and property damage claims and must comply with E-Verify employment verification requirements and prohibitions on undocumented labor. For projects exceeding $50,000, contractors must submit a bid bond equal to five percent of the total bid price and, upon award, provide performance and payment bonds equal to the full bid price. The district reserves the right to split the award by region if deemed in its best interest and reserves the right to reject any or all proposals and to waive any informality or technicality in bids. No budget range or estimated award value is specified in the procurement documents; the contract will be awarded to the lowest responsive and responsible bidder, with the Notice to Proceed issued in the form of a Purchase Order from the JSD Purchasing Department.
