About this file
This is an Invitation for Bid (IFB) issued by the Jordan School District Purchasing Department in Utah for asphalt repair services on a district-wide basis (Solicitation #26DB33-5). The District is soliciting bids for various asphalt repair and patching services including patching holes of varying sizes (100 square feet or less, 101 to 1,000 square feet, 1,001 to 5,000 square feet, and 5,001 to 25,000 square feet), filling cracks, and excavation with backfill and compaction work. Questions regarding the bid must be submitted by Thursday, June 4, 2026, at 2:00 p.m. MDT, with bids due on Tuesday, June 9, 2026, at 2:00 p.m. MDT. Bids must be submitted electronically through the Utah Public Procurement Place (U3P) Bonfire portal. The contract will commence upon bid acceptance and continue for one year, with an option for the District to extend the contract for up to four additional annual renewals on the same terms and conditions, for a maximum of five years total. Work must largely be completed during non-school hours to protect children and District patrons, with a 24-hour response time required for patches of one square foot or less.
Bidders must provide pricing per square foot based on hole size categories, per linear foot for crack filling, and per cubic yard for excavation and backfill work. All pricing must be guaranteed for one year, and any subsequent price adjustment requests must include sufficient documentation demonstrating a logical mathematical link to current pricing and may be tied to specific indices. Bidders must have a minimum of five years of experience and shall be responsible for all labor, materials, equipment, and methods necessary to complete the work to Utah State Road Commission specifications, with patched areas to be filled with three inches of asphalt or deeper areas with compacted road base, and overlay work to be completed with 1.5 inches of asphalt material at six percent oil content. The bid will be awarded to the lowest responsive and responsible bidder, with the District reserving the right to split the award by region if deemed in its best interest. All bids must comply with Utah sales tax exemption requirements under Utah Code 59-12-104, and bidders must maintain appropriate liability insurance covering workers' compensation and property damage claims.

Any adjustment or amendment to the contract will not be effective unless approved by the Jordan School District Purchasing Director. The negotiation may only occur within sixty (60) days before the contract renewal.
Any early payment discounts offered to the Jordan School District are encouraged. Discounts shown may be evaluated as part of the bid award. Discounts offered for fewer than ten (10) working days will not be acceptable.
