About this opportunity

The Texas Historical Commission is requesting bids for digital media placement and traveler intelligence data services to support heritage-tourism marketing campaigns, with proposals due September 28, 2026 at 2:00 PM CST under IFB 808-27-270031. The procurement has been declared proprietary based on AJR Media Group, LLC's exclusive ownership of TourTexas.com and exclusive authorization to distribute Datafy subscriptions to Texas state entities.

Bidders must demonstrate a minimum of 25 years of experience in digital advertising, data analytics, and tourism marketing to be eligible for award. The scope encompasses integrated digital media placement across Google Display Network, Google Paid Search, and Programmatic Retargeting; native content planning on TourTexas.com; and access to the Datafy Essential Analytics Dashboard. Services will be deployed across fall, spring, and summer travel seasons to connect campaign exposure and engagement with visitor metrics including origin, spending patterns, destination traffic, and length-of-stay data for historic sites.

The contract value is $80,566 for the service period October 1, 2026, through August 31, 2027, with an option for one additional year by written agreement or change order. Past performance will be evaluated on a pass/fail basis; bidders may be disqualified for unacceptable VPTS scores, repeated negative performance reports, or cancelled purchase orders for nonperformance. Pricing is submitted via the Price Schedule Sheet with seven line items; bidders must propose calendar days required from purchase order issuance for full dashboard activation. No pre-proposal conference or site visit is required. An expected notice of intent to award is anticipated by September 30, 2026. Contractors must maintain minimum insurance coverage including Workers' Compensation at $1,000,000 limit and Commercial General Liability at $1,000,000 per occurrence / $2,000,000 aggregate. All work products and deliverables become exclusive property of the THC upon creation.
