About this opportunity

The Massachusetts Bay Transportation Authority (MBTA) is seeking bids for the removal of lead paint and asbestos from six (6) Presidential Conference Committee (PCC) streetcars. The selected contractor will be responsible for transporting the streetcars from the Mattapan car-house to their facility, performing the necessary abatement and cleaning processes, and then transporting the cleaned streetcars to the Everett Main Repair Facility. The project has a preliminary schedule calling for the contractor to complete the work on one streetcar every three months starting one month after the notice to proceed. Payment will be made in installments, with 10% after NTP, 15% after each streetcar is certified, and the remaining 100% upon final acceptance. The project is funded by the Federal Transit Administration (FTA), and the MBTA will award the contract to the lowest responsive and responsible bidder, but reserves the right to consider the cost of transporting the PCC cars to and from the contractor's location when determining the low cost bid.

The MBTA has established a 6% Disadvantaged Business Enterprise (DBE) participation goal for this contract. Bidders must comply with Buy America requirements and submit the appropriate certification form. While the preliminary bid results are provided, the MBTA states the lowest bidder may not result in an award, as the evaluation of bids for responsiveness is still pending. The IFB does not provide details on any set-asides, incumbent vendors, or budget ranges for the project.
