1.0 SCOPE
1.1 Project Objectives
The Massachusetts Bay Transportation Authority (MBTA), herein referred to as the Authority, seeks to procure a qualified vendor, herein referred to as Contractor, to furnish labor, expertise, material and equipment necessary to remove paint, some containing lead (Pb), and asbestos body filler from six (6) Green Line Presidential Conference Committee (PCC) streetcars. The selected Contractor shall receive each streetcar from the Mattapan car-house in Boston to their facility via the transportation company hired by the MBTA.
Each streetcar will be covered with tarp or similar sheeting material to protect it from weather conditions. Upon completion of decontamination for each car, the Contractor shall notify the MBTA for transport to the Everett Main Repair Facility (EMR) located at 80 Broadway in Everett, MA. The preliminary schedule requires that the Contractor has the necessary resources available to perform these tasks (sandblast and debris cleaning/disposal) every three (3) months starting one (1) month after the NTP.

1.3 General Requirements
The selected Contractor shall provide all labor, services, equipment, materials, training and other required resources to transport, remove paint (some containing lead), and body fillers, (some including asbestos), from all exposed or accessible surfaces on the streetcars. These required surfaces include but are not limited to interior, exterior, underbody and roof areas.
The Contractor shall perform all these tasks within a secure work space inside their facility;
no work will be conducted on Authority property. All lead abatement activities shall be performed by a licensed lead Contractor in accordance with all applicable Federal and State Environment and Health and Safety Regulations. These include all the applicable parts as specified in 29 CFR 1926.62, 1926.57, 1929.55, 40 CFR 50, 40 CFR 61.152, 40 CFR 241, 40 CFR 257, 40 CFR 261-262, 310 CMR 6.000, 310 CMR 30.000 in their most current version.
The Contractor shall secure all the tools, labor, equipment, materials and any other items required to perform the job with proper protocol standards for safely transporting heavy equipment and for the removal of lead paint from different surfaces. All large items such as seats, stanchions, frames, windows, flooring, skirt panels, mirror, light fixtures, etc. will be removed by MBTA personnel prior to transport to the Contractor. The Contractor shall have a large enough work area to stage the streetcar that allows for the safety and efficiency
Committee (PCC) Streetcars. Page: 4 of 9 of all personnel.
The Contractor shall cover and protect all areas that do not require abrasive blasting. Once the work area and items that do not require abrasive blasting are secured and equipment stabilized, the Contractor shall begin the abrasive/blasting paint removal process. The Contractor shall utilize any combination of lead paint and asbestos removal methods as long as it is safe and will not result in damage to the streetcars. The selected Contractor shall maintain a safe working environment at all times. This includes ensuring that all personnel in the work area are fitted with the appropriate Personal Protective Equipment (PPE) at all times and spare PPE are readily available.
Upon completion of the paint removal process the Contractor shall clean all impacted areas of the street car, including the interior, exterior, roof, underbody, openings and other unseen areas of the street car. The entire streetcar shall be cleaned of all dust, debris, residue, paint chips, lead & asbestos particles and blast media using HEPA filtered vacuums, wet wiping or washing with an acceptable solution.
During lead abatement activities conducted in 2018, blast media and other debris entered cracks, openings and other compromised areas of the street car and collected in the side sill areas. To ensure that all blast media and other debris can be cleared from the street car, upon completion of lead abatement activities the exterior shell should be cut the entire length of the car approximately seven-inches upward from the base of the shell. The Contractor shall ensure that the structural vertical posts are not damaged or cut during this process. The Authority will ensure that the vertical posts are visible form the car’s interior to aid the contractor in identifying the location of the vertical posts. This step is required to remove blast material, dust and debris that collects in side sill areas of the street car.
Upon completion of the lead and asbestos abatement activities and associated clean-up, the MBTA will conduct an inspection of the street car. To confirm that all blast material, debris and dust have been cleaned from the car, a third-party independent contractor shall collect wet lead wipes and 4”x4” (100 cm2) sampling templates and analyzed for lead via
Committee (PCC) Streetcars. Page: 5 of 9
Method SW846 3050B/6010C/NIOSH 9102 ICP. Up to six samples per car will be collected. Samples will be submitted for standard 5-day turn around time. Based on the visual inspection completed by MBTA personnel, the MBTA may dictate the sampling locations. The third-party independent contractor shall be hired by the Contractor as part of this specification, and must be approved by the MBTA.
OSHA does not have surface lead comparison criteria for specific areas other than change rooms and lunch rooms. Therefore, the public exposure standard (federal lead standard for residential window sills) shall be used as the standard of comparison since the street cars will be used by the public. The third-party contractor shall provide a professional report outlining their sampling techniques, tabulating the data compared to the public exposure standard and provide a figure showing the sampling locations. The laboratory analytical data sheets should also be included in the report. If the sampling results do not meet the aforementioned prescribed criteria, the Contractor shall conduct additional cleaning and collect additional confirmatory samples at no cost to the Authority.
After all parties are in agreement that all blast material, debris and dust have been cleaned from the street cars, the Contractor shall then apply a citrus base or another nontoxic rust inhibitor solution to all the exposed metal surface of the car in order to prevent and/or minimize rusting during transport and the planned overhaul.
It is the responsibility of the Contractor to remove and dispose of all spent media at an approved facility according to applicable state and environmental laws. After the required clean-up and third party approval, the third-party contractor report shall be submitted to the Equipment Engineering and Quality Assurance Manager at the MBTA. Contractor shall ensure that the streetcar is properly stored to prevent any new contamination after it is approved for transport to EMR by the selected third party.
