About this opportunity

The California Department of Social Services is requesting bids on daily courier services for the Disability Determination Service Division (DDSD) Stockton Branch under IFB 26-3032, with bids due August 12, 2026 at 3:30 p.m. Pacific Time and questions due July 22, 2026. Award will be made to the lowest responsive, responsible bidder.

The CDSS has waived mandatory Disabled Veteran Business Enterprise (DVBE) participation but includes a DVBE incentive: in the event of tied bids between a certified Small Business Enterprise (SBE) and a DVBE, the award must go to the DVBE bidder. A 5% SBE preference is available to non-small businesses claiming 25% certified SB subcontractor participation.

The scope comprises daily Monday-through-Friday courier service (excluding state holidays) between the DDSD Stockton Branch office at 10100 Trinity Parkway, Suite 200 and the USPS facility at 1048 W. Robinhood Drive, both in Stockton. Service requires pickups from USPS by 6:30 a.m., delivery to DDSD by 7:30 a.m., pickup from DDSD by 4:00 p.m., and delivery to USPS by 5:00 p.m., handling approximately 10 pounds of incoming mail and 80 pounds of outgoing mail daily using locked, covered vehicles. Bidders must provide a dolly or hand truck and their own parking.

Minimum qualifications include three years of continuous experience providing daily courier services, a valid California Department of Motor Vehicles Motor Carrier Permit, authorization to do business in California, and current California business licensure. All drivers must hold valid California Driver's Licenses. Bidders must submit three business references; if previously awarded a CDSS contract exceeding $10,000 within five years, one reference must be from that contract.

Required insurance includes commercial general liability ($1,000,000 per occurrence, $2,000,000 annual aggregate), automobile liability ($1,000,000 combined single limit), statutory workers compensation with employer's liability ($1,000,000), and professional liability ($1,000,000 per occurrence/$3,000,000 aggregate).

The contract term is 24 months with an optional 12-month extension at the state's discretion. The proposed start date is October 1, 2026, or the date of CDSS approval, whichever is later. Preliminary bid tabulation will be posted within one business day of the deadline; Notice of Intent to Award is anticipated in August 2026. Bids must be submitted via email to Rebecca.Garcia-Valencia@dss.ca.gov.
