About this file
This is a CUF (Cumulative Utilization Form) Evaluation document for IFB 26-3032, a daily courier services contract for the California Department of Developmental Services (DDSD) Stockton Branch. The evaluation assesses bids based on multiple criteria including experience, equipment, personnel qualifications, and service capability. The contract requires bidders to demonstrate their ability to provide daily courier services meeting specified operational standards and performance metrics. The evaluation framework establishes weighted scoring categories to compare proposals and identify the most qualified service provider capable of supporting DDSD Stockton Branch operations.
The CUF evaluation document outlines the methodology for assessing bidder qualifications and determining cumulative utilization points across defined evaluation criteria. The scoring system prioritizes factors such as bidder experience in courier services, vehicle fleet condition and capacity, driver qualifications and background clearances, insurance coverage adequacy, and demonstrated understanding of DDSD operational requirements. The evaluation process supports selection of a bidder offering optimal value and service reliability for the state's daily courier needs, ensuring the selected contractor possesses necessary resources and expertise to maintain consistent service delivery throughout the contract term.

Per GC 14837, Section 1: A business that is performing a commercially useful function is one that does ALL of the following:

5) Is not further subcontracting a portion of the work that is greater than that expected to be subcontracted by normal industry practices.
Note: A contractor, subcontractor, or supplier will not be considered to perform a commercially useful function if the contractor’s, subcontractor’s, or supplier’s role is limited to that of an extra participant in a transaction, contract, or project through which funds are passed in order to obtain the appearance of small business or microbusiness participation.
