About this opportunity
The Roanoke Regional Airport Commission is requesting sealed bids for runway rehabilitation under IFB 26-007, with bids due June 24, 2026 at 1:00 p.m. local time; a pre-bid meeting was held June 4, 2026 at 10:00 a.m. The project is federally funded through the FAA Airport Improvement Program (AIP Project No. 3-51-0045-074-2025 for design, pending for construction). An aspirational DBE participation goal of 8.9 percent applies.
The scope encompasses rehabilitation of Runway 6-24 (6,800 feet by 150 feet) at Roanoke-Blacksburg Regional Airport, including mill and overlay of pavement with 3-inch nominal overlays, crack repair, joint and pavement adjustments, removal of existing pavements, excavation and subgrade preparation, crushed aggregate base course installation, asphalt mix placement, joint sealants, runway and taxiway markings, seeding and mulching, and installation of a new runway centerline lighting system. Bidders must submit proposals on owner-provided forms with unit prices for all pay items and must acknowledge receipt of Addendum No. 1 (issued June 16, 2026).
Bidders may select among three independent alternates, with only one to be awarded. Alternate 1 covers baseline Station 9+00 to Station 33+18 and is structured as a two-year project split between fiscal years 2026 and 2027 with anticipated 55:45 work distribution and anticipated construction start of May 15, 2027. The owner retains the right to cancel the Year 2 portion without prejudice if FY 2027 FAA grant funding is not awarded, with notification due by September 30, 2027; no contractor payment or liability applies if Year 2 is cancelled. Alternates 2 and 3 cover shorter baseline segments.
The successful contractor must hold a Class A Virginia Contractor's License and maintain minimum insurance of $10 million general liability, $1 million motor vehicle, and $5 million umbrella. A 5 percent bid bond or certified check is required; performance and labor/material payment bonds of 100 percent of contract amount are due within 15 calendar days of award. Contractors must complete Phase 1 administrative work within 240 calendar days and Phase 2 construction within 150 calendar days of respective Notices to Proceed, with final acceptance within 180 calendar days or face liquidated damages. All personnel must obtain federal security threat assessments, fingerprint-based background checks, and SIDA badges at $30 deposit per badge. Davis-Bacon prevailing wage rates apply. The contractor must perform at least 51 percent of total contract cost with its own organization; subcontracts require 14 days' advance notice and insurance certificates. Award will be made within 60 calendar days of bid opening to the lowest responsive and responsible bidder.
