About this opportunity

The Maryland Transit Administration is requesting sealed mail-in bids for oil filter assembly kits for bus maintenance operations in Baltimore, Maryland under IFB #2217, with bids due November 18, 2025 at 1:00 PM. Addendum V clarifies that award will be made to a single vendor submitting the lowest overall price, not by individual line item.

No minimum bidder qualifications are required. There are no MBE, DBE, or VSBE subcontracting goals. Bidders must register with the State Department of Assessments and Taxation and on eMMaryland Marketplace Advantage (eMMA) to be eligible for award.

The scope consists of oil filter assembly kits specified in Attachment B-1 (Price Form), which bidders must complete with pricing. Specific quantities and delivery schedules are detailed in the price form. Place of performance is 1331 South Monroe Street, Baltimore, Maryland.

Bids will be evaluated on lowest total price from responsive and responsible bidders. The contract is firm fixed price with multiple awards possible. Contract duration and renewal options are not specified. The MTA's mandatory terms and conditions apply to all purchase orders; these terms address delivery, specifications, acceptance, performance standards, termination for convenience or default, nondiscrimination, safety and environmental compliance, drug and alcohol-free workplace requirements, and intellectual property indemnification. Invoices are due within thirty days of MTA receipt of goods; payment is by Electronic Funds Transfer (EFT) unless exempted by the State Comptroller's Office.

Bid submission requires a signed bid sheet, Bid/Proposal Affidavit, Bidder/Offeror Information Sheet, Conflict of Interest Affidavit and Disclosure, Reference Checks, and financial capability documentation (P&L statements and balance sheets for the past two years). Bids are irrevocable for 120 days following the bid due date or until any protest is resolved. Questions are due November 5, 2025 at 1:00 PM. Bid opening occurs November 12, 2025 at 10:00 AM via conference call. No pre-bid conference or site visit is scheduled. Five addenda have been issued; bidders must acknowledge receipt of all addenda as part of their submission.
