The California State Lands Commission (CSLC) is issuing Invitation for Bid (IFB) #2025-13 for Platform Holly Caretaker Maintenance & Oversight Services, a public works project procured through sealed competitive bidding. The procurement encompasses caretaker services for Platform Holly, an offshore oil and gas platform located in the Santa Barbara Channel approximately two miles southwest of Coal Oil Point in Santa Barbara County, California, which has been under state control since 2017 following the 2015 Refugio Oil spill. The contractor must provide waterborne transportation for Commission staff and personnel, conduct bi-monthly inspection visits lasting 8–10 hours, maintain self-contained solar-powered navigation aids (obstruction lights, foghorn, and aircraft beacon), administer a standalone solar array system with remote monitoring, inspect and maintain security fencing and gates, inspect and maintain four security cameras with IT systems administration, and coordinate with ExxonMobil or their subcontractors for crane maintenance. Deliverables include half-day and full-day transportation services from Santa Barbara Harbor using properly permitted and crewed watercraft, with optional work available for equipment repairs, platform inspections, lifesaving equipment inspections, and spill response services on a work-order basis. Bidders must possess a California professional engineering license in Civil, Structural, or Petroleum Engineering, demonstrate experience with similar offshore or nearshore oil and gas facility maintenance projects through at least three references from coastal and tidal environments completed within the past ten years, maintain a valid California Class A General Engineering Contractor license, secure liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, obtain workers' compensation insurance, and provide adequate bonding capacity verified by a notarized statement from an admitted surety insurer. The mandatory pre-bid meeting is scheduled for January 21, 2026 at 2:00 PM via Microsoft Teams; written bidder questions are due January 28, 2026 by 3:00 PM with answers provided by February 4, 2026; sealed bids must be submitted by February 11, 2026 at 3:00 PM with a minimum of two paper copies and one digital copy accompanied by a 10 percent bid surety; public bid opening occurs February 13, 2026 at 2:30 PM; Notice of Intent to Award is scheduled for February 18, 2026; and Notice to Proceed is expected February 25, 2026, with an initial contract term of three years.
The solicitation includes mandatory participation goals and set-aside designations that require a minimum three percent Disabled Veteran Business Enterprise (DVBE) participation with incentive reductions available for DVBE participation exceeding this threshold, a one percent DVBE participation goal, and a twenty-five percent Small Business Preference (SB) participation goal, with a five percent small business preference available for certified small businesses. Bidders must complete the Disabled Veteran Business Enterprise Declaration (DVBE), the Bidder Declaration form (GSPD-05-105), and the Bidder Certification Sheet, certifying compliance with California Civil Rights Laws (Unruh Civil Rights Act and Fair Employment and Housing Act), prevailing wage requirements under Labor Code Section 1775, California apprenticeship laws, drug-free workplace standards, nondiscrimination compliance, workers' compensation insurance requirements, Americans with Disabilities Act provisions, and state air and water pollution standards. The contract requires compliance with the Darfur Contracting Act for any company with business activities outside the United States within the previous three years, and upon notice of intent to award, the successful bidder must furnish payment and performance bonds each equal to 100 percent of the contract value along with evidence of required insurance within five working days. ExxonMobil is identified as the current contractor responsible for completing the platform hardening work by Fall 2024, and the Commission will issue work orders for tasks and services as needed during the caretaker period. The contract is work order-based with billing on a monthly basis in arrears based on cost worksheets submitted by the contractor detailing task rates and hourly wage determinations for all personnel classifications; the State shall withhold ten percent of each invoiced payment as retention and an additional $10,000 at contract closeout pending receipt of the Prime Firm's Certification for DVBE subcontracting reporting. Specific award values or budget ranges are not disclosed in the solicitation documents; instead, bidders must develop their own cost proposals with the total bid amount to be determined by each contractor's proposal based on their submitted cost worksheets and rates.

IFB #2025-13 Platform Holly Caretaker Maintenance & Oversight Services (Public Works) ** Attachments to the solicitation must be downloaded from CaleProcure or email us at CSLC.Solicitations@slc.ca.gov ** CaleProcure (Ca State Contracts Register) Event ID: 0000037477 Bid Log: Invitation for Bid (IFB) #2025-13 Title: Platform Holly Caretaker Maintenance & Oversight Services Project Location: Platform Holly, located in the Santa Barbara Channel, two miles from Coal Oil Point, in Santa Barbara County, California. Offers Due: February 11, 2026 NOTICE TO PROSPECTIVE BIDDERS Platform Holly stands in 211 feet (64 m) of water approximately two miles (3.2 km) southwest of Coal Oil Point (34°23'23.7"N 119°54'22.5"W). The platform was installed in 1965 and, until 2015, produced oil and gas from the South Ellwood Oil Field which was transported via subsea pipelines, to an onshore facility for processing and downstream transport to market. The platform was shut-in after the 2015 Refugio Oil spill near Gaviota and, since 2017, has been under the control of the State of California through the Commission. The Commission has plugged and abandoned the platform's 30 wells, including removing the conductor casing, and plans to decommission the platform sometime after 2025. In the interim, the Commission is hardening the platform to eliminate regular staffing needs by decoupling the platform from any shore-based utilities or power, removing oil production equipment, eliminating sources of spill risk, and installing solar power, security monitoring equipment, and navigation hazard avoidance equipment. This work is currently being performed by ExxonMobil and will be completed by Fall 2024. After hardening is complete, a caretaker period will begin. This will involve routine platform visits and remote monitoring to prevent trespass and ensure navigation safety systems remain operational. Purpose and Description of Services: The purpose of this contract is to provide a contractor to provide caretaker services for Platform Holly after hardening is complete.
