About this file

This is a Certification of Compliance document issued by the State of California Department of General Services, Office of Legal Services, regarding California Civil Rights Laws requirements for state contracts.

Contractors submitting bids or proposals for state agency contracts valued at $100,000 or above must certify compliance with two primary civil rights statutes: the Unruh Civil Rights Act (California Civil Code Section 51) and the Fair Employment and Housing Act (California Government Code Section 12960). These certifications apply to contracts executed or renewed after January 1, 2017. Additionally, contractors must certify that any internal policies regarding sovereign nations or peoples recognized by the United States government are not applied in violation of either the Unruh Civil Rights Act or the Fair Employment and Housing Act. The certification must be submitted under penalty of perjury at the time the bid or proposal is submitted or when a contract is renewed.

The document requires the authorized signatory to execute the certification with specific information including the proposer or bidder firm name, Federal ID number, printed name and title of the signing official, county and state of execution, and execution date. This certification attachment serves as a mandatory compliance requirement for all eligible state contracts and must be completed as part of the bid submission process.
