About this opportunity
The California Department of Water Resources is requesting bids on data processing, printing, and mailing services for the Flood Risk Notification (FRN) Program under IFB 10220162, with bids due October 6, 2026 at 1:00 PM. A mandatory 3.0% Disabled Veteran Business Enterprise (DVBE) participation requirement applies, satisfiable through either a DVBE-certified primary contractor or DVBE subcontractor. A 5.0% Small Business Preference Program calculation preference is available to certified small businesses or non-small business bidders achieving 25.0% small business subcontracting.
The FRN Program, mandated under California Water Code Section 9121, distributes over 300,000 flood risk notifications annually to property owners and public agencies living behind state-federal levees in the Central Valley. The contractor must acquire parcel data directly from LightBox Vision (with state reimbursement), develop three data sets (single parcel owner, multiple parcel owner, and public agency parcel owners), create custom GIS map layers in Shapefile format, produce draft and final flood risk notifications, and coordinate printing and USPS First-Class mailing. Annual deliverable deadlines are March 31 (parcel data), April 30 (map layers), June 30 (draft notifications), July 30 (final notifications), August 15 (printing), and September 30 (mailing). Production specifications for tri-fold letters and multi-property formats are contractor-proposed and subject to DWR approval with no mandatory page limits. Postage rates are fixed for the three-year term with no adjustment allowances despite annual USPS price fluctuations.
The contract term is three years beginning January 2027 with no renewal options. The State awards to the lowest responsible bidder. Bids must include hardcopy and electronic submissions; required documentation encompasses a bid sheet, certifications (DVBE, small business, Darfur Contracting Act, GenAI Disclosure, California Civil Rights Laws), and bidder references. Technical questions are due September 17, 2026 at 8:00 AM with answers provided by September 22. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate and workers' compensation insurance at statutory limits. Payment is made within 45 days of invoice following written work approval by the DWR Accounting Office.
