About this opportunity
The Illinois Department of Public Health is soliciting proposals through a Request for Proposal (RFP) process for the development and implementation of a comprehensive Immunization Information System (IIS) to serve as the state immunization registry, supporting both the Illinois Department of Public Health (IDPH) and the City of Chicago Department of Public Health (CDPH) as separate CDC awardees. The procured solution must be a Commercial Off-the-Shelf (COTS) system offering advanced capabilities including patient record search and matching, immunization reporting, vaccine inventory and lot tracking, multi-vendor HL7 integration with existing health records systems, and support for routine and emergency vaccination activities while meeting federal and state data security and privacy requirements including HIPAA, FedRAMP Moderate authorization, and NIST SP 800-53 standards. The system must manage approximately 776 million records for IDPH and 220 million for CDPH, support peak concurrent usage of 1,050 and 300 users respectively, process average daily transactions of 41,000 and 13,000, be hosted in SOC 2 and Tier III or higher compliant data centers within the United States, and integrate with existing Illinois state systems including Health and Family Services/Medicaid, the Illinois Vital Records System, and the Infectious Disease Surveillance System. Deliverables include comprehensive project management, requirements validation, solution design and development, data migration, testing, user training, solution hosting and provisioning, deployment, maintenance and operations, knowledge transfer, and organizational change management services across a defined contract term with mandatory staffing roles including a Project Manager, Functional Manager, Technical Manager, and Organizational Change Management and Training Manager, each with specified minimum experience requirements. Service Level Requirements mandate 99.9% solution availability, 99.9% application performance, 99.5% data accessibility, critical incident resolution within two hours (95% compliance), high-severity incident resolution within eight hours (95% compliance), and disaster recovery restoration within one hour with a fifteen-minute Recovery Point Objective. The pre-submission conference is scheduled for March 2, 2026 at 2:00 PM CDT; offeror questions are due by March 6, 2026 at 2:00 PM CDT; proposals are due April 29, 2026 at 2:00 PM CDT; demonstrations will occur May 28-June 4, 2026; and the anticipated notice of award is June 22, 2026 with a contract start date of July 1, 2026. Evaluation criteria include executive summary, offeror background and experience, relevant project experience, proposed staffing approach, functional requirements responses, technical requirements responses, and service delivery requirements responses, with the Commitment to Diversity factor weighted at twenty percent of the technical score.
This procurement is subject to the Illinois Business Enterprise Program (BEP) and Veterans Business Program (VBP) requirements, establishing aspirational goals of awarding not less than thirty percent of total contract dollar value to BEP-certified vendors (minority-owned businesses, women-owned businesses, and businesses owned by persons with disabilities) and not less than three percent to service-disabled veteran-owned small businesses and veteran-owned small businesses, with all bidders required to submit a completed Utilization Plan demonstrating achievement of these goals or documenting Good Faith Efforts for goal waivers or reductions. The procurement is not designated as a small business set-aside, though vendors must comply with all applicable Business Enterprise Program diversity requirements and may be subject to Veterans Small Business Program provisions depending on final solicitation posting. The current system in production is the I-CARE platform, deployed in 2019 using .NET Core MVC architecture, managing approximately 776 GB of data for IDPH with over 5,800 connected systems, which the State will replace through this procurement; the State will not consider custom-built solutions, solutions with significant proprietary technology dependencies, outdated legacy technologies, or on-premises hosting requirements. The initial contract term is six years with renewal options available for up to four additional years, not to exceed ten years total, with pricing structured as firm pricing for the initial term and covering implementation deliverables, maintenance and operations services, solution hosting and provisioning, and enhancements through the full contract duration including renewal options using a provided Price Workbook; specific contract value or budget information is not disclosed in the solicitation documents provided.
