About this opportunity
Illinois Department of Transportation (IDOT) is requesting bids on supply and service of parts washers/recyclers for Districts 1-3 under IFB B-53609, with bids due September 10, 2026. A mandatory 7% Business Enterprise Program (BEP) goal applies — bidders must demonstrate either self-performance by a certified BEP vendor (minority-owned, women-owned, or owned by persons with disabilities), documented use of BEP-certified subcontractors, or submission of a waiver request with comprehensive good faith-effort documentation; failure to submit a completed BEP Utilization Plan renders a bid non-responsive.
The scope spans 47 facilities in District 1, 17 in District 2, and 13 in District 3. The vendor must supply electric pump-driven parts washers with specified reservoir capacities (15–20 gallons for small units, 30–45 gallons for large units), provide maintenance and solvent supply services, and perform approximately 20 service calls per location in District 1 with varying frequencies in Districts 2 and 3. Service calls must occur between 6:30 a.m. and 3:00 p.m., Monday through Friday. Equipment must be replaced within 24 hours if repairs cannot be completed immediately. The vendor must obtain all necessary waste permits, hazardous materials transportation permits, and manifest documentation, with disposal at approved Illinois facilities unless otherwise authorized.
The contract has an initial term of 48 months with no maximum total term exceeding 10 years, commencing within 30 calendar days of approval. Pricing is estimated based on expected four-year usage and submitted through BidBuy as unit prices including all costs for sampling, testing, transportation, disposal, equipment replacement, and surcharges. The vendor must maintain General Commercial Liability insurance of $1 million per occurrence with $2 million aggregate, Auto Liability of $1 million per occurrence, and Worker's Compensation as required by law. A $15 minority contractor initiative fee applies to any contract awarded at $1,000 or more, deducted from the first payment. Bids must remain firm for 180 days from opening. Award will be made by line item (District) to the lowest responsible and responsive bidder. Required submissions include Vendor Disclosure or IPG Active Registered Vendor Disclosure, Offer to the State, Contract, and BEP Utilization Plan. Questions are due seven days before bid opening.
