About this opportunity
The Illinois Department of Corrections (IDOC) at Menard Correctional Center issued Invitation for Bid (IFB) 26-426DOC-MENAR-B-50285 to procure 53,500 total pounds of white jersey fabric material in six different widths (19", 21", 23", 25", 29", and 31") for fiscal year 2026 T-shirt production. The fabric must be a 4.5 ounce per square yard tubular knit jersey composed of a 50/50 poly and long staple cotton yarn blend with anti-shrink, no-resin finish, meeting specific yarn requirements of 26/1 first quality yarn with CPI 32-36 and WPI 28-32. Deliverables include rolls sized 35-45 pounds with 2" to 2-1/2" cores, polybagged with labels identifying weight, width, and mill name, with delivery required by June 30, 2026, between 8:00 a.m. and 1:30 p.m. Monday through Friday at Menard Correctional Center's warehouse or knit shop dock. The lowest bidder must provide a one-yard fabric sample for approval prior to award, and all pricing must be firm and submitted via the BidBuy platform as F.O.B. destination with transportation and handling charges included. The original bid deadline was January 9, 2026; however, Amendment 1 extended the bid opening to January 6, 2026, at 11:00 a.m., with vendor questions due no later than seven days from the bid opening date. All bids must remain firm for 90 days from opening, and the contract term runs from execution through June 30, 2026, with no renewal options specified.
This procurement includes no small business set-asides, minority-owned business preferences, women-owned business preferences, or other designated set-aside restrictions; however, vendors may claim Illinois Business Preference or Illinois Domestic Product Preference by meeting affirmative declaration requirements, with a 12% price threshold applied for non-domestic alternatives. All vendors must submit completed Vendor Disclosure or IPG Active Registered Vendor Disclosure forms, an Offer to the State of Illinois, the Contract document, and applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans with their bids. Vendors are not required to post bid bonds or performance bonds. The previous contract had expired with no incumbent supplier identified at the time of solicitation. The State reserved the right to award the contract in whole or in part to the lowest priced responsive and responsible bidder meeting all specified criteria. The contract was ultimately awarded to Club Tex Inc. on January 14, 2026, for $98,440.00, with five competing bids ranging from $104,860.00 to $168,525.00. A $15 Minority Contractor Opportunity Initiative administrative fee will be deducted from the first payment to any awarded vendor with a contract valued at $1,000 or more.
