About this file

This is a Response to Vendor Questions document issued by the Illinois Department of Corrections (IDOC) for Menard Correctional Center regarding Bid #26-426DOC-MENAR-B-50287 for Liquid Laundry Detergent, submitted as Amendment #1. The procurement concerns a liquid laundry detergent supply contract for the correctional facility. Vendors are required to submit one quart samples for sample approval prior to bid award. The specification requires stain flag performance testing with a Stain Removal Index (SRI) of greater than 375 to be submitted with the bid. The bid deadline referenced in vendor inquiries is the 23rd of the month, though the exact award date is not specified in this document.

The previous contract (21-426DOC-SOURC-P-27596) expired on June 2, 2025, and there is currently no active contract or incumbent supplier. The last product was supplied by Joem Chemical. IDOC clarified that vendors may submit quotes without the stain flag performance testing results by the bid deadline, provided that testing is completed for sample approval before the contract is awarded. This accommodation allows vendors whose manufacturing partners require extended timeframes (approximately one month) to obtain testing results to still participate in the bidding process, conditional upon timely submission of compliant samples and documentation.

Menard Correctional Center – Liquid Laundry Detergent Bid #26-426DOC-MENAR-B-50287 Amendment #1 Response to Vendor’s Questions

Below is the response to the questions that IDOC has received regarding the Liquid Laundry Detergent in BidBuy.

1) Is there an expiring contract for this item? And if so, what is the bid number so we can research.

Answer: Contract 21-426DOC-SOURC-P-27596 expired on 6/2/2025.

2) Who is the incumbent if under contract currently?

Answer: There is currently no contract.

3) Is there a product that you are currently using where you can share the manufacturer and part number of the product currently in use.

Answer: We do not have a current product. The last product was supplied by Joem Chemical.

4) The specs for the bid state “Stain Flag Performance Testing Must Be Submitted with Bid with an SRI (Stain Removal Index) of >375. With our manufacturing partner having to create this formula, there is no way we’d have testing results back to us in time for the 23rd. It takes about a month to get this done and get results. Are you OK with us providing a quote and if accepted we can submit the formula for testing?

Answer: Yes, you can provide a quote. The testing will need to be completed for the sample approval. As outlined in section 1.2 Supplies and/or Services Required, (4) – One Quart Samples will be required for sample approval prior to bid being awarded.
